Why is the National Health Insurance premium calculated based on the income situation of the previous year?

Unlike the workplace employee health insurance, which is calculated based on salary, etc., the National Health Insurance premium is calculated based on the previous year's income as the latest information on income.

In Yokohama City, based on Article 29-7, Paragraph 2, Item 4 of the Ordinance for Enforcement of the National Health Insurance Law, the income percent of insurance premiums is calculated based on the “base gross income amount (basic deduction of 330,000 yen from the income during the previous year)”. The insurance premium for the current fiscal year is calculated from this “base gross income amount”.

In addition, if the income situation of this year has decreased significantly compared to the previous year and it is deemed difficult to pay the entire premium for the current year, you may be entitled to a reduction in the premium based on your application. .
