What is Medical Aid?

Medical assistance under the Social Security Act provides medical benefits to those who cannot maintain a minimum living due to poverty. (Article 15 of the Livelihood Protection Act)

Method of medical assistance

Medical assistance is provided by the Health and Welfare Center of each ward to medical institutions designated by the Livelihood Protection Act, and in principle, provide in-kind benefits. (Article 34 and Article 34-2 of the Public Assistance Act)

Procedures such as application and abolition are accepted at any time, so even if they are not listed, they may be under the designated procedure, or they may be listed but are in the process of abolition. Please use it as a reference.
In principle, medical assistance benefits must be applied in advance. If you are receiving the social security, please consult with your caseworker before consulting. If you are going to see a doctor at a time when the ward office is not open, such as on a holiday or at night, please present your holiday / night medical treatment request form and contact the case worker in charge immediately later.

Medical treatment policy and medical fees

The medical treatment policy and medical fees of designated medical institutions depend on the examples of medical fees and medical fees of the National Health Insurance. In addition, for those who are eligible for medical care for the elderly, it is supposed to be based on the medical treatment policy for the latter-stage elderly medical care and examples of medical fees. (Article 52, Paragraph 2 of the Livelihood Protection Act)
<Caution>
However, please note that there are the following exceptions.
○Non-insurance combined medical expenses: It is not permitted except for some cases.
○Dental assistant: The use of gold alloys of 14 carats or more as dental material is not permitted.

Claims for medical fees

If Health and Welfare Center entrusts the patient's treatment, it will issue a medical ticket to the medical institution. After receiving this medical ticket, the medical institution will post the necessary information to the ministerial ordinance receipt common to each law and request it to the social insurance medical fee payment fund of each prefecture. (Article 53-4 of the Livelihood Protection Act)

Scope of medical assistance

Medical assistance is applied to all diseases.
In that case, if you can receive benefits under other laws, such as employee health insurance or other systems, it will be applied preferentially to medical assistance. (Article 4 of the Livelihood Protection Act)
