Building permit based on Article 53 of the City Planning Act

Purpose
In order to ensure the smooth implementation of future projects, it is necessary to obtain permission from the The Mayor of Yokohama when building a building in the area of the city planning facility or the enforcement area of the urban development project.
Acts subject to permission
Building of building in area of city planning facility or enforcement area of city area development business.
No permission is required for construction of the work.

Permission criteria
The building must meet all of the requirements listed below. (Things that can be easily relocated or removed.)
- Notification of business approval (Article 62, Paragraph 1 of the City Planning Act) has not been made (* 1) It must be made in the area of city planning facilities.
- The number of floors is 3 or less, the height is 12m or less, and no basement.
- The main structural part (main structural part stipulated in Article 2, Item 5 of the Building Standards Law) must be wooden, steel, concrete block structure or similar.
In addition, there is relaxation about construction such as general road or digging garage, and building permission in residential facilities of one complex is separate. For more information, please refer to the following link.

※1: If a business approval or notification of approval (Article 62, Paragraph 1 of the City Planning Act) is made, the permission provisions of Article 53 do not apply. Please refer to the contents of the permission.
How to submit documents
At the City Planning Division window, we accept documents submissions. In addition, we also accept applications by mail.
If you wish to apply by mail, please check the required documents and consult with us in advance.

Permission Procedure Period
It will take about 7 business days after receiving the documents.
In areas such as city planning roads under business, it takes about 2-3 weeks for adjustment with company.

All two or three copies (* 2) are required for permission applications and various attached documents, except for Letter Pack Plus.
- Permit application (seal is not required.)
- Power of Attorney (if delegated) seal is not required.) ※3
- Guide map (1/2500 or more that describes the orientation, site location, public facilities around the site, etc.)
- Layout plan (with a scale of 1/500 or more that describes the location, direction, site boundary line, relationship between the site and the road)
- Floor plan (with a scale of 1/200 or more)
- Elevation (scale of 1/200 or more) Two or more elevations are required.)
- Cross-section (scale of 1/200 or more) Two or more cross-sections are required. )
- Browsing of each floor (not required for wooden) ※4
- Frame diagram (not required for wooden construction) ※4
- Foundation floor plan (not required for wooden construction) ※4
- Manufacturer certificate for type materials (not required for wooden construction) ※4
- Letter pack plus for reply (*5)
※2: In the case of permission in the area of undeveloped city planning roads and urban development projects, the required number of copies is two copies. In the case of city planning roads under business, three copies are required.
※3: There is no designation in the format, but please state "Things about Article 53 permission application" in delegation item.
※4: When attaching a “Certificate of Manufacturer Certificate for Model Members” is attached, “Each floor beam diagram”, and “Basic Bull Map” are not required.
※5: The reply letter pack plus for reply is red. Please note that this is different from the blue letter pack. Please fill in the "Postal Code" and "Delivery" fields and submit it.

※7: When person who received permission to prescribe in Town Planning and Zoning Act Article 53 Clause 1 changed a part of plan, we abolished system of conventional change approval system and established system of change report newly (enforced on November 1, 2019).
