Building permit based on Article 53 of the City Planning Act

Purpose
In order to ensure the smooth implementation of future projects, it is necessary to obtain permission from The Mayor of Yokohama when building buildings in the area of city planning facilities determined by city planning or within the enforcement area of urban development projects.
Acts subject to permission
Building of building in area of city planning facility or enforcement area of city area development business.
No permission is required to construct a workpiece.

Permit criteria
The building must meet all of the requirements listed below. (Things that can be easily relocated or removed.)
- Notifications such as business approval (Article 62, Paragraph 1 of the City Planning Act) have not been made (* 1) that must be performed in the area of city planning facilities.
- The number of floors is 3 or less, the height is 12m or less, and there is no basement.
- The main structural part (the main structural part specified in Article 2, Item 5 of the Building Standards Act) must be wooden, steel, concrete block, or other similar structures.
In addition, there is relaxation about construction such as general road or digging garage, and there is a separate restriction on building permission in housing facilities of one complex. For more information, please refer to the following link.

※1: If a business approval or approval notification (Article 62, Paragraph 1 of the City Planning Act) is made, the permission provisions of Article 53 do not apply. Article 65 Please refer to the contents of permission.
How to submit documents
At the City Planning Division window, we accept documents submission. We also accept applications by mail.
If you would like to apply by mail, please check required documents and call us in advance.

Permit procedure period
It will take about 7 business days after receiving the documents.
In the case of areas such as city planning roads under business, it takes about 2-3 weeks for coordination with the company.

Except for letter pack plus, two or three copies (* 2) are required for permission applications and various attached documents.
- Permit application (seal is not required)
- Power of Attorney (when delegated). seal is not required. ※3
- Guide map (with a scale of 1/2500 or more that describes the direction, site location, public facilities around the site, etc.)
- Layout map (with a scale of 1/500 or more that describes the location, direction, site boundary, relationship between site and road)
- Floor plan (with a scale of 1/200 or more)
- Elevations (with a scale of 1/200 or more. Two or more elevations are required.
- Cross-section (with a scale of 1/200 or more). Two or more cross-sections are required.
- Browse diagram of each floor (unnecessary for wooden structures) ※4
- Aximum diagram (not required for wooden structures) ※4
- Basic drawing (unnecessary for wooden structures) ※4
- Manufacturer's certificate (unnecessary for wooden construction) ※4
- Letter Pack Plus for reply (*5)
※2: In the case of permission in the area of undeveloped city planning roads and urban development projects, the required number of copies is two. In the case of city planning roads under business, three copies are required.
※3: There is no designation in the format, but please state in the delegation item "Things about the City Planning Act Article 53 permission application".
※4: If you attach a “Mufacturer Certificate for Type Materials, etc.”, you do not need to have a “Floodwork Map”, “Floodwork Map”, and “Flood Map”.
※5: The letter pack plus for reply is red. Please note that this is different from the blue letter pack. Please fill in the "Postal Code" and "Delivery Address" fields and submit it.

※7: When a person who received the permission prescribed in Article 53, Paragraph 1 of the City Planning Act changes a part of the plan, the system of the previous change approval was abolished and a system for notification of change was newly established (2019 Enforced on November 1).
