Q5-3 Isn't it possible for the government to regulate the creation of a large amount of soil?

It is not possible to regulate the development plan that conforms to the technical standards by "height of embankment", but the city has administrative guidance that it seems that the impact on the surrounding environment around the application area is large. We are seeking consideration for design that makes use of the current terrain so as not to create "embankment exceeding meters" as much as possible.
