Q4-3 Is the permitted retaining wall safe against earthquakes?

Since the disaster assumed by the Old Residential Land Development Regulation Law is considered to be a normal disaster such as the torrential rainfalls, the retaining wall provided based on the corresponding standard is safe against earthquakes that are abnormal disasters. I can't say that retaining walls built after the enforcement of the law in the Great Hanshin-Awaji Earthquake almost never collapsed.
