About the results of a comprehensive inspection for disaster prevention due to embankment

Based on the debris flow disaster that occurred in Atami City, Shizuoka Prefecture in July 2021, Yokohama City reported to Kanagawa Prefecture based on the "Comprehensive Inspection for Disaster Prevention by Embankment" requested by the government, Yokohama City reported to Kanagawa Prefecture are as follows.
1.Inspection method
Data of potential embankment sites (provided by the Geographical Survey Institute) ※For embankment presumed from the above, embankments in the upper reaches of the sediment-related disaster warning area, and in large-scale embankment sites, laws and regulations (such as residential land development) We conducted visual inspections to determine whether there was permission based on the law, the City Planning Act, and the Agricultural Land Law) and whether there was any difference between the contents of the permit and the local situation.
※By comparing the topographic map data about 20 years ago and the current topographic map data, a place with a certain level of altitude has been extracted as places where embankment is possible.
2. Inspection results
The following table shows the results of inspections of 3,172 embankments that require procedures under the jurisdiction of Yokohama City (Regulation Law for Residential Land Development, City Planning Act, Agricultural Land Law) under the jurisdiction of Yokohama City.
In addition, about 12 places that resulted in "problem" requiring corrective measures, the staff of the city checked visually, and no embankment at risk of disaster was found immediately.
(For embankments requiring procedures under the Agricultural Land Law, there was no "problem.")
For 12 embankments with "problems", we provide corrective guidance based on laws and regulations.
※Of the nine locations requiring corrective measures (total of 1 and 2) that fall under 3 and 0 were those corresponding to 4.
3. Future Actions
For nine embankments that require corrective measures, we will respond appropriately, such as providing corrective guidance based on laws and regulations, and strive to ensure the safety of the embankment.
