Earthquake resistance of specific buildings

 The Yokohama City Specific Building Seismic Retrofitting Subsidy Project includes seismic diagnosis and seismic diagnosis of buildings used by many people, such as hospitals, schools, stores, offices, etc., and buildings along roads that should secure traffic in the event of an earthquake disaster. This is a system to support a part of the cost for renovation design, seismic retrofitting, and removal.

Private buildings that fall under (A) or (B) in buildings started before May 31, 1981

(A) Emergency safety confirmation Large-scale buildings

Buildings used by an unspecified number of people, buildings used by those who need special consideration in securing evacuation, or large-scale buildings that are storage or treatment plants for dangerous goods

(B) Building with safety confirmation plan
 (commonly known as roadside obligations)

Of the roads that should be secured in the event of an earthquake disaster, buildings that have a site in contact with a particularly important road (* 1) and are above a certain height (* 2)

2 Buildings excluding buildings subject to mandatory seismic diagnosis.

Buildings started on or before May 31, 1981, private buildings that fall under (C) or (D), excluding those subject to seismic diagnosis obligations

Content of assistance

Subsidiary requirements

  • For seismic diagnosis, standard work and other quotes are required.
  • For seismic diagnosis and seismic retrofitting design, it is necessary to obtain a third-party evaluation such as an evaluation organization.
  • Those who perform seismic diagnosis and seismic retrofit design must be qualified as a diagnostician.
  • Regarding seismic retrofitting design, seismic retrofitting, and assistance for removal, those that have been determined to have insufficient earthquake resistance as a result of the seismic diagnosis are eligible.
  • Of the buildings subject to seismic diagnosis obligations, subsidies (emergency promotion project subsidies) have been issued directly from the government for projects other than the "diagnosis" of (A large-scale obligations) so far. However, it was added to the subsidy of the city from 2021 and will be unified as a subsidy for city.

 Precautions after subsidy grant decision

Precautions

  • When delegating the application procedure to an agent, it is necessary to submit a power of attorney.
    In addition, it is necessary for an administrative scrivener or a person who is not an administrative scrivener corporation to obtain a fee at the request of another person and obtains a fee to be submitted to a public office, except where there is a special provision by law. Please note that it violates the law.
  • If the cost pertaining to the business is expected to be 1,000,000 yen or more, please collect a bid or estimate by three or more businesses.
  • When expense pertaining to the business concerned is expected to be more than 1,000,000 yen, it is necessary to perform bid or collection of estimate from city company. However, if a subsidy grant decision or overall design approval is received by March 31, 2026, the conditions of some companies will be eased. For more information, please refer to the following page.
  • In principle, consumption tax is not covered by the subsidy. However, if the consumption tax amount pertaining to the business is not added to the purchase tax deduction under the provisions of the Consumption Tax Law at the time of final tax return, it can be included in the subsidized operating expenses. When consumption tax is targeted for subsidy, presentation of confirmation, report, etc. at the time of subsidy grant application and after final tax return. For more information, please contact us.

About disposal of building which we received subsidy and earthquake-resistant repair

 When demolishing, transferring (including paid), exchange, lending, etc. of a building that has undergone seismic renovation with a subsidy during the prescribed useful life (10 years in this project), Approval from the country is required. Please note that approval may require a refund of the subsidy amount.
 Please note that if you dispose of the property without approval, it will be judged that it violates the provisions of this project, the grant of the subsidy will be canceled and the full refund will be made.

About reduction system of building which was earthquake-resistant repair

 There is a tax reduction in property tax and city planning tax and a special deduction system for income tax and corporate tax for "buildings requiring seismic diagnosis" or "houses" that have undergone seismic retrofitting.
