Seismic resistance of specified buildings

 The subsidy project for Yokohama City Specific Building Seismic Retrofit Improvement is a seismic diagnosis of buildings used by many people, such as hospitals, schools, stores, offices, etc., and buildings along roads that should be secured in the event of an earthquake disaster. This is a system to support a part of the cost for seismic retrofitting design, seismic retrofitting, and removal.

Private buildings that were started before May 31, 1981 and fall under (A) or (B)

(A) Emergency safety confirmation Large-scale buildings
 (commonly known as large-scale obligations)

Buildings used by unspecified large numbers of people, buildings used by people who need special consideration in securing evacuation, or large-scale buildings among storage or treatment plants for dangerous goods

(B) Buildings listed in the safety confirmation plan required
 (commonly known as roadside obligations)

2 Buildings excluding buildings subject to earthquake-resistant diagnosis among specified buildings

Buildings started before May 31, 1981, excluding those subject to seismic diagnosis among private buildings corresponding to (C) or (D)

Contents of assistance

Subsidiary requirements

  • For seismic diagnosis, standard work and other quotations are required.
  • It is necessary to obtain a third-party evaluation of a rating organization, etc. for seismic diagnosis and seismic retrofitting design.
  • Those who perform seismic diagnosis and seismic retrofitting design must be qualified as a diagnostician.
  • Regarding seismic retrofitting design, seismic retrofitting, and subsidies for removal, those that are determined to be insufficient as a result of the seismic diagnosis are eligible.
  • In the case of buildings subject to seismic diagnosis, subsidies (emergency seismic measures emergency promotion project subsidies) have been separately issued by the government for projects other than the "diagnosis" in (A large-scale obligation). However, it was added to the city's subsidy from 2021 and will be unified as a city subsidy.

Regarding the application procedure, in addition to the reception at the counter, we also accept reception by e-mail or mail.

Notes

  • When delegating the application procedure to an agent, it is necessary to submit a power of attorney.
    In addition, it is necessary for a person who is not an administrative scrivener or administrative scrivener corporation to obtain a reward at the request of another person and prepare documents to be submitted to a public office as a business, unless otherwise specified in the law. Please note that it violates the Scrivener Act.
  • If the cost of the project is expected to be 1 million yen or more, please collect bids or quotes by three or more businesses.
  • If the cost pertaining to the business is expected to be 1 million yen or more, it is necessary to collect bids or quotes from city businesses. However, if a subsidy grant decision or overall design approval is received by March 31, 2026, the conditions of some businesses will be eased. For more information, please refer to the following page.
  • In principle, consumption tax is not eligible for assistance. However, if the consumption tax amount related to the business is not added to the purchase tax deduction according to the provisions of the Consumption Tax Law at the time of final tax return, it can be included in the subsidized project cost. When we are targeted for consumption tax, presentation of confirmation letter, report is necessary at the time of subsidy grant application and after final tax return. About disposal of building which received earthquake-resistant repair with subsidy

 When demolishing, transferring (including paid), exchanging, lending, etc. of a building that has been retrofitted with a subsidy during the prescribed useful life (10 years in this project), the city and The approval of the country etc. is required. Please note that you may need to return the subsidy for approval.
 Please note that if you dispose of your property without approval, it may be judged that it violates the provisions of this project, and the grant of the subsidy will be canceled and the full amount may be refunded.

About reduction system of building which had undergone earthquake-resistant repair

 There are tax reductions in property tax and city planning tax and special deductions for income tax and corporate tax for "buildings that require seismic diagnosis" or "houses" that have undergone seismic retrofitting.
