Reduction system for property tax and city planning tax on houses that underwent seismic retrofitting work

Overview

In order to promote seismic retrofitting of buildings, certain seismic retrofitting work will be carried out by March 31, 2026, and within three months from the date the renovation work is completed, the ward office of the ward where the house is located will be reduced by half of the property tax amount and city planning tax amount pertaining to the house for a certain period of time only for those declared to the Tax Division House.
(Reduction of city planning tax is Motoichi original measure.)
In addition, about house which earthquake-resistant repair work was carried out and became authorized long-term excellent house, reduction rate is expanded from one-half to two-thirds.

Requirements for Receiving Reduction

All of the following requirements must be met.
Housing requirements
  • Being a house located before January 1, 1982
  • The proportion of the living area must be at least half of the total floor area
Proof of Seismic Retrofitting A house that has undergone seismic retrofitting that conforms to the current seismic standards, and has been certified by one of the following persons (institutions)
  • Yokohama City (Housing and Architecture Bureau Building and Disaster Prevention Section)
  • An architect belonging to a registered office
  • Designated Confirmation Inspection Organization
  • Registered Housing Performance Evaluation Organization
  • Housing defect liability insurance corporation
Requirements for Construction Costs

More than 500,000 yen per house
(Note) For apartments, the requirements shall be met for plots where the renovation work amount of one building is prorated by the floor area (in the case of a section-owned house, the exclusive floor area) ratio, etc. of more than 500,000 yen for each section. I do.

Submission of a declaration

Report to the ward office Tax Division of the ward where the house is located within three months from the date the renovation work is completed.

Details of the reduction

Reduction rate
In case of less than 120m2 1/2 (2/3 in the case of certified long-term excellent housing)
If it exceeds 120 m2 One half of the equivalent of 120m2 (two-thirds for certified long-term excellent housing) In addition, the portion exceeding 120m2 will not be reduced. )

Period to be reduced
Houses that fall under "existing seismic ineligible buildings with traffic obstacles"※ 2 years
Other houses 1 year

※If a "traffic obstruction existing seismic ineligible building" falls under a certified long-term excellent house due to seismic retrofitting work, the first year will be reduced by two-thirds and the second year will be reduced by half. .

Procedures for declaration

In order to receive the reduction, attach the documents listed in (2) to (3) below to the declaration form, and within three months from the date the renovation work is completed, the ward office Tax Division house manager of the ward where the house is located You need to report to

Documents to be submitted

(1) Declaration Form

If you are unable to submit within three months from the date of completion of the renovation work, please indicate the reason in the remarks column.

(2) Documents proving that they conform to the seismic standards (one of the following 1-3)

  1. Housing Seismic Retrofitting Certificate
  2. Construction certificate for extension and remodeling, etc.
  3. "Housing Performance Evaluation Report" and "Documents that can confirm construction costs" (receipts, etc.)

(3) Copy of certification letter (only when it becomes applicable to authorized long-term excellent house by earthquake-resistant repair work)

Notes

  • Special measures associated with the Great East Japan EarthquakeAnd it cannot be applied in duplicate with the reduction system other than the reduction system pertaining to alternative houses such as earthquakes.
  • Property tax and city planning tax on land will not be reduced.
