  • We provide victims' life reconstruction support funds to households that have suffered significant damage to their living infrastructure due to the complete destruction of houses living due to the disaster.
    ※Eligible disasters are disasters in which damage corresponding to Article 1, Paragraph 1, Item 1 or Item 2 of the Disaster Relief Act Enforcement Order in Yokohama City due to natural disasters.
  • The amount paid will be the sum of the following two support funds.
    ※If the number of households is one, it will be three-quarters of the amount in each applicable column.
(1) Support money (basic support money) to be paid according to the degree of damage to the house ※It has been completed.

※If a large-scale partially destroyed household unavoidably dismantled the house, the support will be the same as completely destroyed.
※Regarding the “rent” of the additional support money, entry into public housing is excluded.
※There are no income requirements or usage restrictions.
※Please note that if the application is decided as a repair, it cannot be changed to construction or purchase.

Eligible affected households

  • Households whose houses have been completely destroyed (completely destroyed) ※You need a certificate of affliction whose damage classification is "completely destroyed".
  • Households that have been partially destroyed and houses were forced to dismantled (semi-destructed) ※An affliction certificate whose damage classification is "half-broken" or "large-scale partial destruction" is required.
  • Households that have been forced to dismantled due to damage to the site of the house (demolition of site damage) ※You need a certificate of affliction.
  • Households that have been in danger due to disasters and have been unable to live in houses for a long period of time (long-term evacuation)
  • Households that have been partially destroyed and are difficult to live without major repairs (large-scale partial destruction) ※An affliction certificate whose damage classification is "large-scale partial destruction" is required.

   ※The applicant for the grant must be the head of household.

  • Application form for victims' life reconstruction support money
  • Disaster certificate (except for demolition of site damage, large-scale partial destruction, or partial destruction is required) ※Issues are issued at each ward office.
  • resident certificate (for all households whose Address at the time of the disaster and whose head of the household can be confirmed) 
  • A copy of the bankbook of the applicant's (head of household) transfer account

  • A copy of the lost registry ※Published by the Legal Affairs Bureau.

  • Copy of Deleted Registry
  • Documents proving damage to the site (copy of contract for site restoration work, etc.)

※Reduction of fees related to issuance of resident certificate※
 From October 15, 2019, fees will be free of charge for issuing resident certificate to be used to apply for this system at the Family Registry Division window.
 Please note that the fee for issuing resident certificate at a convenience store is not free.
 At the time of issuance, you must bring and present a certificate of affliction and present the reason for the request (used to apply for the survivors Life Reconstruction Support System).
 You will need to fill in the form.

 About storm and flood damage, we issue in each ward office from April 1, 2020. For more information, please contact each ward office.
 About affliction certificate

(2) Additional support money ※It has been completed.

  • Copy of contracts, etc. that can confirm the construction, purchase, repair or lease of the house

   ※It is not possible to apply for additional support money.
   ※It takes about 2 to 3 months from application acceptance to payment. (If the documents are not incomplete)
   ※Other documents may be required depending on the payment category. For more information, please contact us.
