Type of certificate

〇 Affliction Certificate

 In municipalities, based on the Disaster Countermeasures Basic Law, if there is damage to houses (buildings actually used for living) due to natural disasters such as storms, heavy rains, earthquakes, etc. We certify the degree of damage and issue it as a "disaster certificate".
 The "Disaster Certificate" is a document to facilitate the procedure when receiving support provided by the government. Depending on the support system, you may be required to submit it.
 The degree of damage is based on a field survey by municipalities or a self-judgment method by the affected person. ※As a result, it is certified as one of the six categories: "completely destroyed", "large-scale partially destroyed", "medium-scale partially destroyed", "semi-destruction", and "not semi-destruction (partially damaged)".
※“Self-judgment method”
 If the degree of damage is minor and it does not lead to semi-half-destruction (partially damaged), the applicant himself will judge that "it will not result in semi-destruction (partially damaged)" You can issue an affliction certificate more quickly than usual. If you wish, please let us know at the counter.

〇 Damage notification certificate

 In Yokohama City, if property other than the building is damaged by a natural disaster, we will issue a "Damage Notification Certificate" upon application from the affected person.
 In addition, this certificate proves only the fact that it was reported to Yokohama City, and does not prove the degree of damage or the causal relationship between the damage and the disaster.

〇 Damaged non-residential building certificate

 In Yokohama City, if a building other than a house (non-residential building) is damaged by a natural disaster, a "Damage Non-residential Building Certificate" will be issued upon application from the affected person.
 In addition, this certificate confirms and certifies only the facts that have been damaged by photographs, etc. conducted by Yokohama City or submitted. We do not certify the degree of damage such as "completely destroyed" or "half destroyed".

※In the case of proxy/agent, a power of attorney is required.

〇 Application period

The application period for the certificate of affliction or the certificate of non-residential building is, in principle, within 6 months from the date of the disaster.
※However, in the event of a disaster that causes enormous damage in the city, the application period may be extended.

〇 Application destination

The ward office of the ward where the damaged buildings are located
※Applications for the issuance of a certificate of damage caused by fire or fire extinguishing damage are accepted at each fire department.

・You cannot apply online by proxy/agent. In the case of proxy/agent application, please apply at the counter.
