Refund fraud is a method of tricking the insurance and welfare section staff, such as city hall staff and ward office staff, calling them to refund medical expenses, insurance premiums, taxes, etc., pretending to be necessary/required procedures, picking up the victim's mobile phone number, letting the victim operate the ATM, and transferring money from the victim's account to the criminal's account.
