Public-Private Partnership Guidelines for Yokohama Water Supply

1.Purpose of Formulation of Cooperation Guidelines

In the Yokohama City Water Supply Business (hereinafter referred to as "Yokohama Water Supply"), there is an urgent need to respond to issues such as sluggish water rate revenues, renewal and earthquake resistance of aging facilities, and securing and inheriting technologies.
On the other hand, there are many entities in Japan that are concerned about technical and human resources, mainly small and medium-sized enterprises, and when we turn our eyes to the world, "water problems" represented by securing safe water are becoming more serious and the international expansion of the water business in Japan is expected. In particular, there is a need for the participation of water utilities with many years of experience in operation and management.
Under these circumstances, Yokohama Water Supply, which has a history of more than 120 years since the establishment of the modern water supply system, utilizes its technology and know-how as a business entity leading the water supply business in Japan to improve the water supply situation in Japan and overseas. I think that there is a duty to fulfill that role.
However, in promoting these initiatives, there is a limit to the fact that one water supply business entity can work independently, so business entities in various fields such as local residents, private companies, universities, NPO organizations, public institutions, etc. Mutual cooperation with is essential.
Therefore, with the aim of developing the entire water supply industry through mutual cooperation, we will formulate the "Public-Private Partnership Guidelines" this time, clarify future action policies and ideas, and work with all our efforts to address these issues.

2.Philosophy of Cooperation

"Yokohama Waterworks promotes the creation of active public and public interest places through" public-private partnerships "by promoting close cooperation and cooperation between each entity, and makes use of the wisdom and know-how that each entity has cultivated so far. 3.Principles for Promoting Collaboration

(1) Respect for mutually beneficial relationships (win-win relationships)

In order to achieve the common goal of solving water problems in Japan and overseas, we must continue to communicate as equal partners and take advantage of each other's merits. Therefore, we will respect mutually beneficial relationships (win-win relationships) and promote cooperation after considering the balance of mutual benefits.

(2) Accepting open proposals and consultations and appropriate protection of original ideas

In order to actively draw out proposals and consultations from cooperating entities, we will actively publish information on issues and the direction of initiatives that Yokohama Water Supply has, and set up external proposals for water supply business, and clarify the window. To do.
From a relatively modest idea stage, we will start communication with cooperating entities, explore the feasibility of the proposal together, and decide whether or not we should proceed to the stage of realizing the plan.
On the other hand, in principle, cooperation with cooperating entities is to proceed in an open process, but it is important for those who propose and consult, to prevent leakage of their own ideas, etc. We strive for appropriate protection.

(3) Actions with a spirit of compliance

In contact with interested parties, in accordance with the City of Yokohama, Water Works Bureau Guidelines for Contact with Stakeholders (established on March 31, 2009), we will act with great care not to cause distrust or suspicion of customers (citizens).

4.Cooperation Guidelines

(1) Promotion of joint research

We will promote joint research utilizing the strengths of each entity and take a further step toward solving global water problems in addition to solving problems facing water utilities and creating intellectual property.

(2) Promotion of human resource development related to water supply business, such as technology succession

We aim to develop human resources and secure human resources who will be responsible for the next generation of water supply business.

  • Training of human resources who are familiar with the water supply industry
  • Knowledge and technology exchange through university seminars and mutual utilization of facilities
  • Human resource development through support for small and medium-sized water utilities

(3) Promotion of International Contribution

In the world, approximately 13% of the population is unable to obtain clean water, and we will utilize the technologies and know-how we have cultivated so far to contribute to the improvement of water conditions overseas in cooperation with international organizations.

  • Dissemination of water supply issues around the world and the latest water supply technologies

(4) Strengthening disaster response capabilities

We will strengthen our ability to respond to disasters by strengthening mutual connections and building partnerships.

  • Promotion of water stockpiling at homes and businesses
  • Conduct emergency water supply training with Neighborhood Association, Neighborhood Associations, etc.
  • Enhancement of cooperation with other water utilities and city construction companies, enhancement of disaster recovery cooperation system

(5) Response to environmental issues

The water supply business, which provides a stable supply of safe and high-quality water based on water resources cultivated in the natural environment, is closely related to the environment, and aims to solve environmental problems such as conservation and energy saving in water supply.

(6) Promotion of water promotion

We will create a rich lifestyle culture that makes use of the characteristics of water, such as moisture and healing, through mutual communication, and develop activities in cooperation with companies.

(7) Creation of new businesses and improvement of organizational capabilities

We aim to create new businesses and improve organizational capabilities by mutually exchanging the technologies and know-how we have cultivated and activating cooperation.

  • Ordering business outsourcing with the aim of transferring and revitalizing know-how and effectively utilizing public assets
  • Commonization and wide area of water supply facilities with other water utilities in the prefecture
  • Information exchange and technical research with large-scale water utilities
