Recruitment of residents of Municipal Housing

Municipal Housing residents are recruited twice a year for regular and regular recruitment.

Periodic recruitment

This program is held in April and October.
The application acceptance period for October 2024 is as follows.
Application period: From Wednesday, October 9, Reiwa 6 to Friday, October 18, 2016

Regular recruitment

It is held from February to June and from August to December.
For houses that did not apply for regular recruitment (including houses that were less than the number of units recruited) and houses that did not move in due to decline, etc., we will accept applications for moving in on a first-come, first-served basis.
Applications will be accepted from August 29th. Only on the first day of application acceptance (Thursday, August 29), if there are multiple applications in the same house, the applicant will be determined by open lottery instead of a first-come, first-served basis. Please check the details of the public lottery on the Yokohama City Housing Supply Corporation website (outside site).
※Reception on a first-come, first-served basis will start at 9:00 on Monday, September 2nd. Please note that applications will not be accepted on Friday, August 30!

Residents of Municipal Housing

To apply to Municipal Housing, you must meet all of the following items 1 to 7 at the time of application. For more information, please refer to the following website.
  1. The applicant must be an adult.
  2. Applicant must live (or work) in the city for more than 6 months.
  3. Being a couple (including fiancee and those who have a close relationship) or a family mainly composed of parents and children.
  4. You have a problem with your home now.
  5. The applicant and the family who intends to move in are not liable for the delinquency of residence tax and the use of Municipal Housing.
  6. Being able to live a peaceful life in housing complex in Municipal Housing, and the applicant and the family seeking to move in are not gangsters.
  7. Household income must be within the income standard.
※About specific purpose house such as house for single person or house for elderly person, it is necessary to correspond to application qualification every each house.

About income standard

The income standard for moving into Municipal Housing is calculated by calculating the total annual income of the household and dividing the remaining amount by 12 months (monthly) after deducting all applicable deductions. The income standard is as follows.

Attention

What is the difference?

Among the elderly and disabled households, households that fall under any of the following are called "discretionary classes", and the income standard (monthly income of households) is relaxed compared to ordinary households.

Elderly Households

Households in which the applicant is over 60 years old and all living together relatives are over 60 years old or under 18 years old
Attention: However, if the applicant was born before April 1, 1956 due to transitional measures of the revision of laws and regulations, and all of the persons who intend to live together were born before April 1, 1956 or Households under the age of 18 fall under the discretionary hierarchy.

Households with Disabilities

Households that have been issued a certificate of the physically disabled and have a degree of disability listed in the notebook of 1st to 4th grade

Mentally Handicapped Households

Households in which the applicant or living together relatives fall under any of the following

  1. Received the Mental Handicapped Health and Welfare Handbook, and the degree of disability listed in the handbook is grade 1 or 2
  2. Persons with mental disabilities who have been issued a certificate of disability pension in grades 1 or 2 of National Pension Plan (Kokumin Nenkin) or Employee Pension Plan (Kosei Nenkin) or who have received documents proving that they are in the same level as those in grades 1 or 2 from the Minister of Health, Labor and Welfare or the prefectural governor.

Households with Intellectual Disabilities

Households in which the applicant or living together relatives fall under any of the following

  1. Those who receive a notebook of love (nursing notebook), and the degree of disability described in the notebook is A1, A2, B1
  2. Those who have been determined to have an intelligence index of 50 or less at the children's guidance office or the Rehabilitation Consultation Center for Persons with Disabilities

War victims' households

Households in which the degree of disability described in the handbook has been issued and the degree of disability described in the handbook has been changed from special symptoms to Paragraph 6 or Paragraph 1.

A-bomb survivors' households

Households in which applicants or relatives of living together have been certified by the Minister of Health, Labor and Welfare pursuant to Article 11, Paragraph 1 of the Act on Assistance for Atomic Bomb Survivors

Repatriated Households

Households in which the applicant or living together relatives are repatriated from overseas and are within 5 years of repatriation.

Households leaving Hansen's Disease Sanatorium

Households in which applicants or relatives of living together had entered the National Hansen's Disease Sanatorium or other Hansen's Disease Sanatorium specified by the Minister of Health, Labor and Welfare by March 31, 1996

Child-rearing households

Households in which cohabitants have children up to junior high school graduation (until the first March 31 after reaching the age of 15)

Acceptance category and preferential treatment system

There are two types of application acceptance: "General Gumi" and "Special Gumi" that can be applied for by those with certain qualifications.
Applicants for specially-approved groups receive preferential winning rates from general groups.

Group B

The winning rate will be three times that of the general group.

About rent (rent) of Municipal Housing

Housing usage fee (rent) = Basic rent calculation amount x municipal location factor x scale factor x elapsed years factor x convenience factor

  • Housing rental fee (rent)
    The rent of Municipal Housing is calculated and determined every fiscal year based on the income of the occupied household, the location conditions, scale, and years elapsed since construction.
  • Basic amount of rent calculation
    This is the amount(*1) set according to the income of the resident. It is revised every year according to the income level of the people.
  • Municipal location coefficient
    Set based on the level of published land prices for each municipality. The level of location benefits of public housing is determined on a municipal basis. The city of Yokohama is 1.20.
  • Scale factor
    A figure obtained by dividing the floor area of a house by 65 square meters.
  • Number of years elapsed
    Calculated by the following formula according to the number of years elapsed since construction. Non-wooden (1-0.001 x years elapsed) Wooden (1-0.0051 x years elapsed)
  • Convenience factor
    Yokohama City will set it in the range of 1.3 to 0.5, taking into account the conditions and facilities of the surrounding area of the Municipal Housing. Each coefficient is calculated every year based on the Public Housing Act, etc.

  • Calculation criteria for rent (rent)

Move-in procedures

  1. Payment of the house usage fee (rent) must be paid by fund transfer of the designated financial institution.
  2. By the time you move in, you must pay the designated financial institution for three months of the housing usage fee as a deposit.
  3. There is a system to reduce or exempt housing usage fees by applying, such as when households with severe disabilities or when income temporarily decreases significantly.

Precautions when moving in

  1. The following actions are prohibited in Municipal Housing:
    1. Acts that interfere with a peaceful communal living with other residents
    2. Breeding and feeding animals such as dogs, cats, chickens, and pigeons.
    3. To conduct business
  2. Residents will be responsible for the cost of electricity such as stair lights, outdoor lights, communal water supply, water pumps, elevators, and cleaning of drainage pipes in the house. The amount varies from house to house, but utility fee costs around 3,000 to 4,000 yen per month.
    Also, please be aware that the rental Municipal Housing costs between ¥3,000 and ¥9,000 per month for utility fee to outsource the maintenance and management of cleaning and outdoor lights.
  3. In Municipal Housing, residents of the Municipal Housing Autonomous Organization (Management Committee, Neighborhood Association, etc.) have been formed to carry out activities necessary to live a bright and livable housing complex life.
    utility fee is collected by the Management Committee, Neighborhood Association, etc., so be sure to pay. (The amount varies depending on the housing complex.) There is no management committee or Neighborhood Association for leased Municipal Housing, so please pay utility fee to the designated manager.
    When you move into Municipal Housing, please join the Management Committee, Neighborhood Association, etc. to cooperate with the activities necessary to manage your housing, such as cleaning common areas and mowing grass.
  4. After moving in, you are required to report your income every year.
  5. If the household has passed three years after moving in and exceeds the income standard, you will be obliged to make efforts to surrender the house. In addition, if you are recognized as a high-income earner in a household that has passed 5 years, you will need to give your house within a certain period of time.
  6. If there is a change in the resident or cohabitant after moving in, an application is required.
  7. If there is a delinquency in the house usage fee (rent), you will need to hand over the house.
