Municipal Housing Residents

Municipal Housing residents hold regular and regular recruitment twice a year.

Regular recruitment

The program is held in April and October.

Regular recruitment

We carry out from February to June and from August to December.
For houses that did not apply for regular recruitment (including houses that were recruited less than the number of units offered) and houses that did not move in due to decline, etc., we will accept applications on a first-come, first-served basis in principle.
In addition, applications will be accepted from February 28. Only on the first day of application acceptance (Wednesday, February 28), if there are multiple applications in the same house, the applicant will be determined by open lottery instead of on a first-come, first-served basis. Please refer to the Yokohama City Housing Supply Corporation website (external site) for details on the public lottery.
※First-come-first-served basis will start at 9:00 on March 1 (Fri). Please note that applications will not be accepted on Thursday, February 29!

Qualification of Municipal Housing

To apply for Municipal Housing, you must meet all of the following items 1 to 7 at the time of application. For more information, please refer to the following link.
  1. The applicant must be an adult.
  2. Applicant must be living (or working) in the city for at least 6 months.
  3. Being a couple (including a fiancee and a person with a close relationship) or a family mainly composed of parents and children.
  4. You are currently having trouble with housing.
  5. Applicant and family members who intend to move in have no obligation to delinquent inhabitant tax and use of Municipal Housing.
  6. Being able to live a peaceful life in housing complex in Municipal Housing, and the applicant and the family who intends to move in must not be gangsters.
  7. The income of the household must be within the income standard.
※About specific purpose house such as house for single person or house for elderly person, it is necessary to correspond to application qualification every each house.

Income standard

When moving into Municipal Housing, the income standard is calculated by calculating the total income amount for one year in the household, subtracting all applicable deductions from it and dividing the remaining amount by 12 (months) (monthly income of household) ). Income standards are as follows:

Caution

What is the difference?

Of the elderly and disabled households, households that fall under any of the following are called the "discretionary hierarchy", and the income standard (monthly income of the household) is relaxed compared to ordinary households.

Elderly households

Households whose applicants are over 60 years old and all relatives of living together are over 60 years old or under 18 years old
Caution: However, if the applicant was born before April 1, 1956 due to the transitional measures of the law revision, and all of those who intend to live together were born before April 1, 1956 or Households under the age of 18 fall under the discretionary hierarchy.

Households with physical disabilities

Households that have been issued a certificate of the physically disabled and have a degree of disability listed in the notebook is grade 1 to 4

Household with mental disabilities

Households whose applicant or living together relatives fall under any of the following:

  1. Those who have received the Mental Handicapped Health and Welfare Handbook and have a degree of disability listed in the notebook is grade 1 or 2
  2. A person with a mental disability who has been issued a certificate of 1st or 2nd grade National Pension Plan (Kokumin Nenkin) or Employee Pension Plan (Kosei Nenkin) disability pension, or the Minister of Health, Labor and Welfare or the prefectural governor. Households with Intellectual Disabilities

Households whose applicant or living together relatives fall under any of the following:

Households with applicants or relatives of living together who have been certified by the Minister of Health, Labor and Welfare pursuant to Article 11, Paragraph 1 of the Act on Assistance for Atomic Bomb Survivors

Repatriated households

Households with applicants or living together relatives who have been repatriated from overseas within 5 years of withdrawal

Households who have left the Hansen's Disease Sanatorium

Households in which applicants or relatives of living together have entered the National Hansen's Disease Sanatorium or other leprosy sanatoriums designated by the Minister of Health, Labor and Welfare by March 31, 1996

Child-rearing households

Households with children up to junior high school graduation (until the first March 31 after the date of reaching 15 years old)

Reception category and preferential treatment system

There are two types of application acceptance categories: "General group" and "Specially Approved Group" that can be applied by certain qualifications.
Applicants for the specially-approved group have preferential winning rate than the general group.

Specially Approved Group B

The winning rate will be tripled by 3 times that of the general group.

Applicant 6 times or more in a row

The winning rate will be 20 times higher than that of the general group.

Applicant for 5 consecutive times

The winning rate will be 10 times higher than that of the general group.

Child care support (applicable only to target housing) ※Households with children up to junior high school graduation (until the first March 31 after the date of reaching 15 years old)

The winning rate will be 20 times higher than that of the general group.

Municipal Housing usage fee (rent)

Housing usage fee (rent) = rent calculation base amount x municipal location coefficient x scale coefficient x elapsed coefficient

  • Housing fee (rent)
    Municipal Housing usage fees (rent) are calculated and determined every year according to the income of the resident household, the location conditions, scale, and years elapsed since construction.
  • Rent calculation base amount
    The amount (* 1) set according to the resident's income. It is revised every year according to the income level of the people.
  • Municipal location coefficient
    Set based on the level of published land prices for each municipality. The level of benefit from the location of public housing is determined on a municipal basis. Yokohama is 1.20.
  • Scale coefficient
    Figures obtained by dividing the floor area of the house by 65 square meters.
  • Elapsed years coefficient
    Calculated by the following formula according to the number of years elapsed since construction. In the case of non-wooden (1-0.001 x years elapsed) In the case of wooden (1-0.0051 x years elapsed)
  • Coefficient Number
    Yokohama City will set the range of 1.3 to 0.5, taking into account the conditions and facilities of the area where the Municipal Housing exists and surrounding areas. Each coefficient is calculated every year based on the Public Housing Act.

Procedures for moving in

  1. Payment of the housing usage fee (rent) must be paid by fund transfer of the designated financial institution.
  2. By the time you move in, please pay three months' worth of housing usage fee to the designated financial institution as a deposit.
  3. There is a system to reduce or exempt the housing usage fee by applying, such as when households with severe disabilities or income temporarily decreases significantly.

Precautions for moving in

  1. The following acts are prohibited in Municipal Housing:
    1. Acts that hinder harmonious communal living with other residents
    2. Breeding and feeding animals such as dogs, cats, chickens, and pigeons
    3. To conduct business
  2. Residents will be responsible for electricity costs such as stair lights, outdoor lights, communal water supply, water pumps, elevators, etc., water charges, and cleaning of drainage pipes in the house. The price varies depending on the house, but apart from the house usage fee, utility fee costs 3,000 to 4,000 yen per month.
    Please note that utility fee costs 3,000 to 9,000 yen per month for Municipal Housing to outsource the maintenance of cleaning and outdoor lights to contractors.
  3. In Municipal Housing, Municipal Housing Autonomous Organizations (Management Steering Committee, Neighborhood Association, etc.) have been formed to carry out activities necessary to live a bright and livable housing complex life.
    utility fee collection is carried out by the Management Committee, Neighborhood Association, etc., so be sure to pay. (The amount varies depending on the housing complex.) There is no Management Steering Committee, Neighborhood Association, etc. for leased Municipal Housing, so please pay utility fee to the designated manager.
    When you move into Municipal Housing, please join the Management Steering Committee, Neighborhood Association, etc., and cooperate in activities necessary to manage the house, such as cleaning and mowing common areas.
  4. After you move in, you are required to declare your income every year.
  5. If you exceed the income standard in a household that has passed three years after moving in, you will be obliged to make efforts to surrender the house. In addition, if you are recognized as a high-income earner in a household that has passed 5 years, you will be required to hand over the house within a certain period.
  6. If there is a change in the resident or cohabitant after moving in, an application is required.
  7. If there is a delinquency in the house usage fee (rent), please give up the house.
