How to make a building agreement

Yokohama City provides support and subsidies for activities for the conclusion of the agreement.
In order to receive support and subsidies, you must first register with the local community development group. ※Specifically, please see registration activity in city (local town development group).
The contents of support and subsidies that can be received from the city are as follows. ※For more information, please see the types of support and grants.

Explanation of systems related to town development by Yokohama City staff (commonly known as "Delivery School")

The staff of Yokohama-shi goes to area and explains systems about town development such as system of building agreement or comparison with other rules.
※For on-site schools, it is possible without registering with the local community development group.

Advice from community development experts (dispatch of town development coordinator)

You can call a community development expert to study sessions and study meetings to receive advice.

Subsidies for community development activities

Yokohama City subsidizes some of the expenses necessary for activities, such as printing costs for news and questionnaires, and venue usage fees for study sessions.

Provision of Land Owners

Yokohama City creates and provides information such as the owners of the land in the district, which is necessary at the time of distribution of questionnaires and getting an agreement.

1 Make friends, share issues and goals of the town

We do study sessions and town walks to deepen our understanding of the town, and expand the circle of activities while increasing the number of friends.
It is a good idea to form a preparatory committee consisting of multiple volunteers and conduct activities.
Let's share what the issues of the town are and what kind of town you want to do in the future.
Let's clarify the purpose and discuss what is suitable for your town, such as whether to conclude a building agreement or not other rules are appropriate.
If the purpose is not clear, the content originally intended to be restricted may not be possible, or conversely, strict restrictions may be imposed more than necessary. If the purpose is not achieved, it will be difficult to reach an agreement.

2 Examining the contents of the Agreement

If you decide to conclude a building agreement, we will consider the contents of the agreement.

What must be decided in a building agreement

Restrictions on buildings

Restrictions can be set for the site, position, structure, use, form, design, and building equipment of the building. It is important that the contents of the restrictions be appropriate according to the purpose.

Building agreement area

Determine the area of a certain unit. Topographical conditions such as roads and parks, and boundaries such as Neighborhood Associations and Neighborhood Association.
Even if it is too small, the limited effect cannot be fully demonstrated, or even if it is too large, it will be difficult to operate on your own, so set an appropriate range.

Validation period

In Yokohama, there are many districts with a validity period of 10 years, but there are also districts that have 5 or 20 years.
At the expiration of the validity period, it is also possible to continue the agreement by re-concluding or extending the agreement.

Measures in the event of a violation of the agreement

The agreement is a rule between land owners, and the government cannot intervene in the event of a violation, so let's decide what to do if there is a violation of the agreement.

Method of examining the contents of the agreement

There are various ways to study, but we will consider it in a way that suits the region. Here's an example of how to consider it.
・We hold briefing sessions and ask opinions directly.
・Conducted questionnaires, listen to opinions, and confirm the pros and cons.
・We issue town development news and report questionnaire result and examination situation.
In these ways, we listen to opinions and discuss the community many times, and decide the contents of the agreement.

※Since the contents that can be restricted by the Building Agreement have been decided, please receive confirmation by Yokohama City at the examination stage.

3 Determination of the contents of the agreement

We receive final confirmation by Yokohama-shi and decide contents of agreement.

4 Signed or registered seal

Have a good understanding of the purpose and restrictions of the building agreement, and have your signature or signature seal.
Depending on the size of the district, it will take about two months.

5 Application for approval to Yokohama City

Please apply at least 4 months before the conclusion of the agreement.

6 Yokohama City Procedure and Authorization

We perform inspection of agreement, public hearings, and issue approval letter of advice. It will take about 4 months to be approved.

7. Public awareness among local residents and operation of building agreements

We will return the agreement to the local residents and inform them of the approval.
A building agreement cannot be fully effective just by concluding it. The Steering Committee plays a major role in making it effective. For more information about the role of the Steering Committee, please refer to the page on the operation of the Building Agreement.
