To make a building agreement

Yokohama City provides support and subsidies for activities for the conclusion of the agreement.
In order to receive support and subsidies, you must first register with the local community development group. ※Specifically, please see (local town development group) registering activity in city.

Explanation of systems related to town development by staff of Yokohama City (commonly known as "Delivery School")

The staff of Yokohama-shi goes to area and explains systems about town development such as system of building agreement or comparison with other rules.
※Home delivery schools are possible without registration with the local community development group.

Advice by experts in town development (dispatch of town development coordinator)

You can call town development experts to study sessions and study meetings to receive advice.

Subsidies for community development activities

Yokohama City subsidizes some of the expenses necessary for activities, such as printing costs for news and questionnaires, and venue usage fees for study sessions.

Provision of a list of landowners

Yokohama City creates and provides information such as land owners in the district, which is necessary at the time of distribution of questionnaires and when receiving agreements.

1 Make friends and share issues and goals in the town

We will study sessions and walk around the town to deepen our understanding of the town, and expand the circle of activities while increasing the number of friends.
It is a good idea to form a preparatory committee consisting of multiple volunteers and carry out activities.
Let's share what the issues of the town are and what kind of town you want to do in the future with the local people.
Clarify the purpose and discuss what is suitable for your town, such as whether to conclude a building agreement or whether other rules are appropriate.
If the purpose is not clear, you may not be able to restrict what you originally wanted to restrict, or conversely, you may put more stringent restrictions than necessary. If an agreement is not achieved, it will be difficult to obtain an agreement.

2 Examination of the contents of the agreement

Once you decide to conclude a building agreement, we will consider the contents of the agreement.

What must be decided in a building agreement

Restrictions on Buildings

Restrictions can be set on the site, location, structure, use, form, design, and building equipment of the building. It is important that the content of the restriction be appropriate according to the purpose.

Building agreement area

Determine the area of the unit to some extent. Topographical conditions such as roads and parks, as well as boundaries between Neighborhood Associations and Neighborhood Association.
Areas may not be able to fully demonstrate the restricted effect even if they are too small, or it may be difficult to operate on their own even if they are too large, so set an appropriate range.

Effective date

Many districts in Yokohama City have a validity period of 10 years, but some districts have a validity period of 5 or 20 years.
At the expiration of the validity period, the agreement can be continued by re-concluded (commonly known as "renewal") or extending the agreement.

Measures in the event of a breach of the agreement

The agreement is a rule between the owners of the land, and the government cannot intervene in the event of a violation, so decide what to do if there is a violation.

Method of examining the contents of the agreement

There are various ways to consider, but we will consider it in a way that suits the area. Here's an example of how to consider it.
・Hold briefings and ask for opinions directly.
・Conduct questionnaires, listen to opinions, and confirm pros and cons.
・We publish town development news and report questionnaire result and the examination situation.
In these ways, we listen to and discuss opinions to the community many times, and decide the contents of the agreement.

※Since the contents that can be restricted by the building agreement are determined, please be sure to receive confirmation by Yokohama City at the examination stage.

3 Determination of the contents of the agreement

We receive final confirmation by Yokohama-shi and decide contents of agreement.

4 Signing or Registered seal

Make sure you have a good understanding of the purpose and restrictions of the building agreement before signing or signing seal.
It takes about 2 months depending on the size of the district.

5 Application for approval to Yokohama City

Please apply at least 4 months before the conclusion of the application.

6 Procedures and Authorization of Yokohama City

We will inspect the agreement, conduct public hearings, etc., and issue a letter of approval. It will take about 4 months to approve.

7 Dissemination to local residents and operation of building agreements

We will return the agreement to the local residents and disseminate the approval.
A building agreement cannot be fully effective just by concluding it. The Steering Committee plays a major role in making it effective. For details on the role of the Steering Committee, please refer to the Operation of the Building Agreement.
