Operation, renewal and extension of building agreements

A building agreement cannot be fully effective just by concluding it. In order to be effective, the Steering Committee plays a major role. Here, we introduce the role of the Steering Committee and the flow of updating and extending the building agreement.

How to operate a building agreement

The Building Agreement is run mainly by the Steering Committee and is operated by local residents.

Assessment of land owners

In running a building agreement, it is very important to confirm changes in land owners and acts such as new construction and extension of buildings.

Acceptance and examination of architectural plans

We have you report such as owners of land report to confirm whether building plan meets building agreement, and steering committee examines.
If you have not decided to file for these notifications in the Building Agreement, it is recommended that you discuss with each Building Agreement Steering Committee and Building Agreement Districts, and determine the procedures in the Building Agreement Steering Committee Bylaws.

Procedures for joining the Building Agreement

When there is offer from owners of land of building agreement adjacent land to building agreement, we submit documents of participation to Yokohama-shi via Steering Committee. If it is an adjacent land, you can easily join a building agreement by submitting a registration notice.

Response to violations of the Building Agreement

In the event of a violation, we will make a request for suspension or removal of construction or a lawsuit with a court based on the procedures stipulated in the Building Agreement. The government cannot issue a corrective action order under the Building Standards Law for violations of the agreement.

Distribution of News from Building Agreement

It is a public relations paper issued by the Building Agreement Liaison Council twice a year rather than the Building Agreement, which helps to maintain and raise awareness of the Building Agreement. It is also a good idea to distribute it as an approach to the land adjacent to the building agreement. If you would like to change the number of copies distributed, please contact the Urban Development Bureau or the ward office by telephone.

If the steering chairperson or the person in charge of distribution from the Building Agreement is changed, please submit it to the Urban Development Bureau or the ward office.

Re-concluding a building agreement is commonly called "update".

Flow of update

0 Notice of Expiration of validity period

About two years before expiration of validity period, we send news from ward or city.

1 Determination of activities

Let's decide on a schedule until the update.

2 Examining the contents of the agreement

The times and local situation have changed from the time of the building agreement and the last update. Let's review the contents of the agreement to suit the current situation.
If necessary, we will inform local residents by issuing news and conducting questionnaires, and decide the contents of the agreement.
※Since the contents that can be restricted by the Building Agreement have been decided, please receive confirmation by Yokohama City at the examination stage.

3 Determination of the contents of the agreement

After receiving the final confirmation by Yokohama City, it will be decided about six months before the expiration of the validity period.

4 Signed or registered seal

You will be asked to sign or seal the agreement. Depending on the size of the district, it will take about two months.

5 Application for approval to Yokohama City

Please apply at least 4 months before the expiration of the validity period.

6 Procedures and Authorization by Yokohama City

We perform inspection of agreement, public hearings, and issue approval letter of advice. It will take about 4 months to be approved.

7. Dissemination to local residents

Return the agreement to the local residents and inform them of the approval.

2 Extension Report to Yokohama City

Based on the results of the intention survey, we submit an extension report to Yokohama City.

We will issue an extension report acceptance form.

4 Knowledge to local residents

We will inform you that it has been extended to local residents.

How to change a building agreement

If you are going to change the area of the building agreement, the standards for buildings, validity period, measures in the event of a violation of the agreement, the land adjacent to the building agreement area, obtain the consent of all members of the Building Agreement Agreement, and approve the change Must be obtained.
