A building agreement cannot be fully effective just by concluding it. In order to be effective, the Steering Committee plays a major role. Here, we introduce the role of the Steering Committee and the flow of renewal and extension of building agreements.

Procedures for joining a building agreement
When there is offer from owners of land adjacent to building agreement to join building agreement, we submit documents of participation to Yokohama-shi via steering committee. If it is an adjacent land, you can easily subscribe to a building agreement by submitting a registration notification.

・New Area Map (1 copy)
・New area map showing subscription place (1 copy)
Response to violations of the Building Agreement
In the event of a violation, a request for suspension or removal of construction or a lawsuit to the court will be made based on the procedures stipulated in the Building Agreement. The government cannot issue corrective action orders under the Building Standards Law for violations of the agreement.
Distribution of news from building agreement
It is a public relations paper issued twice a year by the Building Agreement Liaison Council rather than a building agreement, which helps to maintain and raise awareness of the building agreement. It may be better to distribute it as an approach to land adjacent to the building agreement. If you want to change the number of copies distributed, please contact Urban Development Bureau or the ward office by telephone.
(Change / Decision) Submission of report
If the chairperson of the steering committee or the person in charge of distribution has changed, please submit it to Urban Development Bureau or ward office.

To renew a building agreement (reconclusion of a building agreement)
Re-conclusion of a building agreement is commonly called "update".
Flow of update
0 Notice regarding the expiration of the validity period
About two years before the expiration of the validity period, we send news from ward or city.
1 Determination of the arrangement of activities
Let's decide the schedule up to the update.

2 Examination of the contents of the agreement
The times and local conditions have changed from the time of the conclusion of the building agreement or the last update. Let's review the terms of the agreement to suit the current situation.
If necessary, we will inform local residents by issuing news and conducting questionnaires, and determine the contents of the agreement.
※Since the contents that can be restricted by the building agreement are determined, please be sure to receive confirmation by Yokohama City at the examination stage.
3 Determination of the contents of the agreement
After the final confirmation by Yokohama City, it will be decided about six months before the expiration of the validity period.
4 Signing or Registered seal
You will be asked to sign or seal the agreement. It takes about 2 months depending on the size of the district.
5 Application for approval to Yokohama City
Please apply at least 4 months before the expiration of the validity period.

6 Procedures and Authorization by Yokohama City
We will inspect the agreement, conduct public hearings, etc., and issue a letter of approval. It will take about 4 months to approve.
7 Dissemination to residents of the district
Return the agreement to the local residents and inform them of the approval.

4 Dissemination to residents of the district
We will inform you that it has been extended to local residents.
To change a building agreement
If you are going to change the area of the building agreement, the standards for buildings, the validity period, measures in case of violation of the agreement, and the land adjacent to the building agreement area, obtain the agreement of all the building agreement partners and approve the change Must be obtained.

Q.Can I get out of the building agreement before the expiration date?
A.Although it is not impossible under the Building Standards Law, since the building agreement area will be changed, it is necessary to obtain the consent of all the building agreement parties and obtain approval for the change.
