About review of city planning park, green tract of land

In Motoichi, city planning park, green tract of land of 747 places, approximately 1,464ha (as of the end of March, 2020) are decided. At present, there are no parks or green spaces that have not begun maintenance at all, but after the maintenance is partially completed, there are parks where undeveloped areas remain for a long time, and we are reviewing city planning parks and green spaces.
Issues of urban planning parks and green spaces and backgrounds of review
１．It has become a nationwide issue that it cannot be maintained for a long time, and that restrictions on buildings, etc. based on the City Planning Act have been imposed on private land for a long time.
２．In November 2011, the Ministry of Land, Infrastructure, Transport and Tourism revised the "City Planning Operation Guidelines" and presented the concept of "city planning with an emphasis on the management cycle", which regularly reviews city planning facilities, etc.
３．In March 2015, Kanagawa Prefecture created the "Guidelines for Reviewing Urban Planning Parks and Green Spaces", and the way of thinking about the review of city planning parks and green spaces was shown.
４．In "Yokohama-shi water and green basic plan" revised in June, 2016, it is listed as "we examine review of city planning park, green tract of land".
Based on 1-4, we gathered "basic way of thinking of review of city planning park, green tract of land" of Motoichi and reported in Yokohama-shi city planning council of August, 2016.
Basic Approach to Review
| Reconciliation with laws and regulations | Related laws and regulations such as "Yokohama-shi park regulations" which established city planning law and park maintenance target per citizen, standard of placement, scale and "Yokohama-shi water and green basic plan", "Yokohama green up plan" We plan consistency with higher-level plan. |

| Verification of park functions | Regarding the functions required for park green spaces, we will consider the socio-economic situation and changes in the surrounding area, and examine not only the functions originally required, but also the functions currently required. |
| Coordination with neighboring town development | We plan consistency with the placement situation such as neighboring city facilities and maintenance situation such as neighboring roads and rivers. |
| Consideration of historical assets and the current state of the region | We consider historical assets such as cultural assets and shrines and temples, as well as the current state of the region, such as changes in demographics and citizen requests for parks and green spaces. |
| Verification of feasibility and substitutability | We verify based on priority in consideration of the maintenance situation of the park concerned and the maintenance situation of neighboring parks, green spaces, and still severe financial situation. In order to ensure the function, we will verify the possibility of area change and surrounding alternative sites, and verify alternative facilities around them. |
About function required for city planning park, green tract of land and planned area, we judge comprehensively while securing equal or more by change of city planning decision area or maintenance of alternative park generally.
Subject to review
We targeted city planning park, green tract of land including undeveloped area more than 20 years after the most recent release, and 19 parks were applicable.
We examine applicable park individually from "viewpoint in review" and, when it is judged that city planning change is necessary as a result, we submit to Yokohama-shi city planning council.
Progress of the Review
As of the end of March 2020, the city planning change of three of the 19 parks subject to review have been completed.
