Article 32 of the City Planning Act (Consent of Managers of Public Facilities, etc.)

1. A person who intends to apply for a development permit must consult with the manager of a public facility related to the development activity and obtain the consent in advance.
2. A person who intends to apply for a development permit shall consult in advance with a person who will manage public facilities established by development activities or construction related to development activities, or other persons specified by a Cabinet Order.
3. The manager of a public facility prescribed in the preceding two paragraphs or a person who will manage the public facilities shall conduct the consultation set forth in the preceding two paragraphs from the viewpoint of ensuring appropriate management of public facilities.

　Consent and consultation are stipulated in Article 32 of the Act for the purpose of ensuring the smooth implementation of development activities and the appropriateness of management of public facilities.
When applying for a development permit, the business operator consults with the manager of a public facility related to the development activity in advance, obtains the consent (Article 32, Paragraph 1 of the Act), and constructs related to the development act or the development act.
