Yokohama City Partnership Oath System
Based on the philosophy of the "Yokohama City Basic Guidelines for Human Rights Measures", for sexual minorities and actual marriages who are unable to report or cannot report marriage due to various circumstances, and have trouble or difficulty living, We carry out "Yokohama-shi partnership oath system" from December 2, 2019. (Advance reservations are required.)

Overview of the System
Yokohama City will provide a “Partnership Oath Receipt” and a “Partnership Oath Receipt” and “Partnership Oath Receipt Certificate” for sexual minorities and actual marriages who have sworn that they are cooperating with each other as partners in their lives. (Only applicants) ".

Requirements for Oath
Two sexual minorities and true marriages who fall under all of the following:
- Being an adult
- Being a citizen of Yokohama. Or one is a citizen, and the other is planning to move in (within 3 months)
- Not married
- There must be no partnership with anyone other than the oather
- Not being a close relative

The documents required for the oath are as follows. Please prepare for 2 people.
In addition, we may ask you to submit documents that the mayor deems necessary.
1. Documents confirming current address (copy of resident certificate or certificate of entry on resident certificate)
2. Documents certifying that you are not currently married (certificate of partial family register, etc./For foreign nationals, a certificate of singleness issued by the embassy, etc., certificate to contract marriage, etc., and a Japanese translation (with the translator specified))
3. Documents that can identify you (driver's license, my number card, passport, etc.)
※1 and 2 are limited to those issued within 3 months. In addition, please be careful as issuance in city hall is not possible.
※3. If there is an expiration date, it must be within the expiration date.
Notes
- Documents to be issued are not legally effective.
- There is no charge for swearing or receipt issuance. However, fees related to the acquisition of documents to be submitted, such as copies of resident certificate, will be borne by you.
- A common name can be used if there is a particular reason due to gender differences. If you wish to use a common name, you can use a document that confirms that you use the common name in your daily life (such as an employee ID card, student ID card, ID card issued by a corporation, etc.) on a daily basis in social life Please present at the time of oath.

If Yokohama City is transferred to Yokohama City from a local government that has concluded a cooperation agreement, it will simplify the procedures for moving in and out.
