Cooperation with other local governments

Yokohama City has concluded an "Agreement on-to-city (between local governments) cooperation pertaining to the Partnership Oath System" with the following local governments to reduce the burden caused when those who use the system move in and out. .

Cities that have concluded a partnership agreement

Chiba-shi

Outline of cooperation between cities (municipalities)

 Until now, when a person who uses the system moves in or out, usually performs procedures such as returning the grant documents (such as an oath receipt) to the local government of the transferee (before moving), and at the local government where you moved. It was necessary to make an oath again with required documents and others.
 With the start of intercity (between local governments), in the future, only procedures to the local government of the transferee that has concluded an agreement will be performed, and procedures to the local government of the transferee (before moving) will not be required. In addition, it is now possible to omit the submission of documents (such as certificate of partial family register) to confirm that you are single to the local government you are moving to.
(In addition, when we are transferred to Yokohama-shi from local government where Yokohama-shi concludes cooperation agreement, we issue oath receipt of Yokohama-shi again.)

Procedures for moving into Yokohama City

Reservation reception desk

Please make a reservation in advance by telephone or e-mail to the Civic Affairs Bureau Human Rights Division (contact information below) on the date of continuing declaration of the partnership oath system.
Please note that the procedure will take about 1 hour.
※Procedures are available from 9:00 to 16:00 (except from 12:00 to 13:00) on weekdays.
※Depending on the reservation situation, we may not be able to meet your request.
※Please make a reservation at least 7 days before the date on which you wish to make a reservation (excluding Saturdays, Sundays, holidays, and New Year's holidays).
Reservations will be accepted 3 months prior to the desired date of the procedure.

  • Reservations are made when the date and time of the continuation declaration have been confirmed.

When sending an e-mail, please fill in the following information.

  • Procedure Up to the third request of the desired date and time zone (morning or afternoon) (e.g. 1 morning of February 1, 2021)
  • Names of the two persons who are going to file a continuation declaration
  • Local government name and grant number of the transfer source (before moving)
  • Contact information for the representative during the day

※For the time, please tell us your wishes in 1 "morning (9:00 to 12:00)" or 2 "Afternoon (13:00 to 17:00)".

(Continuous declaration procedure) Flow on the day

  1. Please bring your required documents and come to Yokohama City Hall with you on the date and time you booked. (Location: 6-50, Honmachi, Naka-ku) 
  2. By required documents having you submit, city staff confirms whether it meets requirements of continuation report. After confirming that the requirements are met, please fill out and submit the “Partnership Oath Continuation Declaration Form”.
  3. If there is no defect, we will attach a copy of the tax return and issue a "Partnership Oath Receipt" and a "Partnership Oath Receipt Certificate Card (only if you wish)" created in Yokohama City.

The documents required for continuous declaration are as follows. Please prepare for two people.
In addition, we may ask you to submit documents which the mayor recognizes as necessary.

  1. "Partnership Oath Receipt" issued by the local government of the transfer source (before moving) ※The name varies depending on the municipality.
  2. Documents confirming your current address (copy of resident certificate or Certificate of entry in resident certificate) 
  3. Documents that can identify you (driver's license, my number card, passport, etc.) 

※2 is limited to those issued within 3 months.
※3 means that those with an expiration date must be within the expiration date.

Matters to be noted

  • If you make a reservation for the procedure for the continuation report, the Yokohama City will inform the local government of the transferee (before moving) that "there has been transferred from the local government where Yokohama City has concluded a cooperation agreement."
  • After the procedure for continuation report is completed, re-grant, return, etc., we will comply with the handling of the Yokohama City Partnership Oath System.
