Oath (online application)
The flow of oath
- Please confirm the outline of the partnership oath system.
- Please prepare the necessary documents for the oath.
- Person who is not registered for use in Yokohama-shi electronic application, report system, please use registration.
- Log in to the Yokohama City Electronic Application and Notification System from the link below or two-dimensional code, and register your oath (input required items, upload required documents, etc.). Please register one by one in order. If you are registered second, you will need to enter the "application number" issued to the first registered person.
- If you are the second registered person, please enter the desired date of grant such as "Partnership Oath Receipt". Please specify the date you wish to grant after 7 business days of the oath date. When both of you are registered, the oath is complete.
- City officials will confirm that the uploaded required documents etc. conform to the requirements of the oath. After confirming compliance with the requirements, within 5 business days of the oath, the Civic Affairs Bureau Human Rights Division Partnership Oath System Manager will notify you of the date of the oath and the date of receipt of the oath.
- When it is the date of grant, please come to Yokohama City Hall with two people. (Location: 10-50 Honcho, Naka-ku) "Partnership Oath Receipt" and "Partnership Oath Receipt Certificate (only for those who wish)" will be issued.
Notes
- If you use the digital certificate of My Number Card at the time of application, you do not need to prepare confirmation documents of your current address.
- The photos of required documents to be uploaded should be clearly visible, including the official seal and date of issue, and should be clearly visible so that characters can be identified even if they are enlarged by 150%.
- When uploading a copy of resident certificate, please upload one without your personal number (My Number) or one with your personal number (My Number) hidden.
- The oath date is the date on which the second registration of the second person who wishes to swear is completed.
- If there are any deficiencies in the oath contents or documents, we will contact you through the Yokohama City Electronic Application and Notification System.

- The time required to issue a partnership oath receipt at the Yokohama City Hall is about 15 minutes.
The way of thinking on the day of the oath
Oath procedure
Please log in to the Yokohama City Electronic Application and Notification System, enter required items and upload required documents data.

This is an application form (outside site) that requires an electronic signature with a My Number Card. If you do so using this form, you do not need to attach a copy of your current address (a copy of resident certificate or a certificate of entry on resident certificate).
※If you do not have a My Number card, you will not be able to use this application form.

Oath (face-to-face)
The flow of oath
- Please confirm the outline of the partnership oath system.
- Please make an appointment to the Civic Affairs Bureau Human Rights Division by phone or email. (Please refer to the following for details.)
- Please bring your required documents and come to Yokohama City Hall on the date and time you booked. (Location: 10, 6-50 Honmachi, Naka-ku)
- City staff confirms whether it meets the requirements of oath by required documents etc. that you submit. After confirming compliance with the requirements, fill out the oath and submit it.
- If there is no deficiency, we will issue a “Partnership Oath Receipt” and “Partnership Oath Receipt Certificate (only if you wish)” with a copy of the oath.
About contact of reservation
Please make a reservation at least 7 days before the date on which you wish to swear (excluding Saturday, Sunday, public holidays, and the year-end and New Year holidays).
Reservations will be accepted 3 months before the desired date of oath.

- Reservations will be made when the oath date and time are confirmed.
When sending the e-mail, please fill in the following information.
- Up to the third request of the date and time of the oath (morning or afternoon) (e.g., the first request of December 3, 2019 morning)
- The names of the two to be sworn (furigana)
- Contact information for the representative during the day
※For the time, please tell us your request in 1 "morning (9:00 to 12:00)" or 2 "afternoon (13:00 to 17:00)".

Notes
- It takes about 1 to 1.5 hours to swear. Please make a reservation with plenty of time.
- Depending on the reservation status, etc., it may not be possible to meet your request for the oath date.
Submission of documents proving that you have moved into Yokohama City after the oath
If you were planning to move into Yokohama within three months at the time of the oath, you will need to submit documents proving the transfer after moving into the city.

Re-issuance procedures
If you wish to re-issue due to unavoidable circumstances such as loss, damage, name change, etc., you will be re-issued based on the "Application for Re-issuance such as Partnership Oath Receipt" within 5 years from the date of oath. You. If you change the Address, you will not be eligible for reissuance.

If you no longer meet the requirements for the target person, please return the “Notification of Return of Partnership Oath Receipt (PDF: 73KB)” and the “Partnership Oath Receipt” issued to the Civic Affairs Bureau Human Rights Division.

If you wish, we will give you a copy of the return notification, such as a partnership oath receipt.
If you would like a copy of the return notification, please send the following documents together.
- A note stating that you would like to request a copy of the return notification, the name of the desired person, and the contact information of the desired person.
- A copy of the identity verification document of the person who wishes to make a copy of the return notification (not required if it is the same as the person being returned)
- Reply envelope (with the return address of Address and a stamp attached)

Transfer procedures from partner local governments
If you are transferred from a local government that has concluded an "Agreement on Cooperation between Citys (Between Local Governments) Pertaining to the Partnership Oath System", you can also use the Partnership Oath System in Yokohama City by submitting a continuous declaration of the Partnership Oath System.
