Surveillance of asbestos-containing spray materials at school facilities (final report) (2005)

1. Outline of survey

In order to investigate the use of asbestos-containing sprayed materials at municipal school facilities, a fact-finding survey was conducted during summer vacation. In the survey, we checked the deterioration status of the spraying material and felt materials, sampled and analyzed. As a result of the analysis, if the use of asbestos was found, a scattering survey was conducted to check the asbestos scattering status in the air. (Felt material: folded plate backed as asbestos insulation)

Outline of survey
・Fact-finding surveyIn the survey, a visual survey was conducted on the buildings of each school. We investigated the deterioration status of sprayed materials that may contain asbestos and collected samples. The collected samples were analyzed by the Institute of Environmental Science, and the type and content of asbestos were confirmed.
・Scatter volume surveyAs a result of the analysis, if asbestos was found, a survey was conducted to see if asbestos was scattered in the air in the sampled space. The survey was conducted with priority given to spaces such as classrooms and corridors used by elementary school student students.

・As a result of a fact-finding survey on the use of sprayed materials that may contain asbestos, 324 schools were identified as "no use" and 196 schools were confirmed to be "useable".
・At 196 schools that were identified as "available", 23 schools found asbestos content as a result of collecting and analyzing samples.
・The survey results are as shown in the attached sheet "Use situation such as municipal school sprayed asbestos and correspondence situation".

3. Future Actions

For schools where the use of asbestos is found, priority will be given to places where elementary school student students use on a daily basis and take necessary measures. In that case, school closures will be considered depending on the work situation. In addition, the survey results and the status of response will be announced on our website.
