(Designation of Designated Administrator, etc.)

Article 7

The duties related to the management of Yokohama Municipal Port Hospital listed below are designated managers (designated managers prescribed in the same paragraph) pursuant to the provisions of Article 244-2, Paragraph 3 of the Local Autonomy Law (Act No. 67 of 1947).   • (1) Matters related to medical treatment and health check-up at Yokohama Port Hospital.
  • (2) Thing about collection of the fee for use to affect Yokohama municipal port hospital and fee.
  • (3) Thing about maintenance of facility and facilities of Yokohama City Port Hospital.
  • (4) Other duties determined by the mayor

In conducting duties related to the management of Yokohama Municipal Port Hospital prescribed in the preceding paragraph, the designated manager must comply with related laws and regulations and provide high-quality medical care to citizens fairly.

Article 8

When the mayor is going to designate designated manager, we establish kind, contents, standard and other conditions for designation of medical care that designated manager should carry out and have suggestion to prescribe in the next paragraph beforehand In advance, those who have sufficient knowledge and experience in the management of the hospital and who are deemed to be able to carry out the necessary medical functions in terms of policy shall be selected.

Among those selected by the mayor pursuant to the provisions of the preceding paragraph, those who intend to receive the designation of the designated manager propose the contents of medical care to be carried out at Yokohama Municipal Port Hospital based on the conditions of the preceding paragraph and other matters determined by the mayor, You must submit business plans and other documents specified by rules to the mayor.

The mayor examines the matters proposed pursuant to the provisions of the preceding paragraph and the documents submitted pursuant to the provisions of the same paragraph, and designates those who have recognized that the purpose of setting up Yokohama Municipal Port Hospital can be achieved most effectively. Designate as a manager.

When the mayor intends to make selection by rule of Clause 1 and designation by rule of preceding paragraph, he / she must hear opinion of Yokohama Municipal Port Hospital designation manager evaluation committee to prescribe in Article 10 Clause 1 .

Article 9

When the mayor appointed designated manager and canceled the designation, he / she must announce that without delay.

Article 10

The Yokohama Municipal Port Hospital Designated Manager Evaluation Committee (hereinafter referred to as the “Committee”) shall be established to investigate and deliberate on the designation of designated managers of Yokohama Municipal Port Hospital pursuant to the provisions of Article 8, paragraph 4.

If the Committee finds it necessary to perform its duties, it may ask for the attendance of the relevant parties to listen to their opinions or explanations, or request the relevant parties to submit necessary materials.

The committee shall be organized with no more than 10 members appointed by the mayor.

The members of the committee shall be appointed by the mayor from among those with academic experience and those deemed necessary by the mayor.

The term of the committee members shall be from the date of appointment to investigate and deliberate on the designation of the designated manager to the date on which the designated manager pertaining to the investigation and deliberation was designated.

Members of the Committee shall not disclose secrets that have been known in their duties. The same shall apply after leaving the position.

In addition to what is provided for in paragraphs 2 to the preceding paragraph, necessary matters concerning the organization and operation of the Committee shall be specified by rules.

Supplementary Provisions

This Ordinance shall come into effect on the day of promulgation. Provided, however, that the revised provisions of this Ordinance (limited to the part pertaining to Article 7) shall come into effect as from the date specified in the rules.
