National Land Formation Plan, Metropolitan Area Wide Area Regional Plan

The government has formulated a “National Land Formation Plan” that defines the direction of national land creation for approximately 10 years. This plan consists of a “nationwide plan” and a “wide-area regional plan” divided into eight local areas (Tohoku, Tokyo Metropolitan Area, Hokuriku, Chubu, Kinki, Chugoku, Shikoku, and Kyushu). The "wide-area regional plan" is to be formulated and promoted through discussions at the "Regional Regional Planning Council" consisting of local government agencies, prefectures, designated cities, etc. for each area. National Land Formation Plan

  • Since the first national comprehensive development plan in 1962 (Showa 37), the plan for national land development has been aimed at "development" to expand quantitatively under the leadership of the country in response to socio-economic conditions such as high economic growth. It has been developed mainly on the "National Comprehensive Development Plan" based on the National Land Development Law.
  • After that, based on changes in the socio-economic situation, such as the advent of a declining population and the progress of decentralization, the plan items were reviewed, and the National Land Comprehensive Development Law was fundamentally revised in 2005. , The name of the law was changed to the National Land Formation Planning Act.
  • The National Land Formation Plan, which is based on the new law, is characterized by a comprehensive and basic plan for promoting national land use, maintenance and conservation.
  • Currently, the “National Plan” has been formulated in 2015 and the “Wide Area Regional Plan” in 2016 (Heisei 28) as the “Second National Land Formation Plan” for a period of approximately 10 years. .

Metropolitan Area Wide Area Regional Plan

  • The current “Tokyo Metropolitan Area Wide Area Regional Plan” was formulated in 2015 after consultation at the Metropolitan Area Wide Area Regional Planning Council, following the formulation of the “National Plan” (Cabinet decision) in 2015 (decided by the Minister of Land, Infrastructure, Transport and Tourism).
