National Land Formation Plan / Metropolitan Area Regional Plan

The government has formulated a “National Land Formation Plan” that determines the direction of national land development for approximately 10 years. This plan consists of a “nationwide plan” and a “wide-area regional plan” divided into eight regional spheres (Tohoku, Tokyo, Hokuriku, Chubu, Kinki, Chugoku, Shikoku, and Kyushu). It has been. National Land Formation Plan

  • Since the first national comprehensive development plan in 1962 (Showa 37), the plan for national land development has been centered on the “National Comprehensive Development Plan” based on the Comprehensive Development Law, which aims to expand quantitatively under the national government, against the backdrop of socio-economic conditions such as high economic growth.
  • After that, in light of changes in the socio-economic situation, such as the advent of a declining population society and the progress of decentralization, the plan items were reviewed, and in 2005, the National Land Development Law was drastically revised. The law name was also changed to the National Land Formation Planning Act.
  • The National Land Formation Plan, which is based on the new law, is positioned as a comprehensive and basic plan to promote the use, maintenance, and conservation. In addition to the National Plan, it is characterized by the establishment of a "wide regional plan" in which the national and local governments work together to formulate and promote the use and development of national land.
  • At present, the “National Plan” was formulated in 2015 (Heisei 27) and the “Wide Area Regional Plan” in 2016 (Heisei 28) as the “Second National Land Formation Plan” for a period of approximately 10 years. I am.

Metropolitan Area Regional Plan

  • The current “Metropolitan Area Wide Area Regional Plan” was formulated in 2015 (2015 by the Cabinet), and after consultation at the Metropolitan Area Wide Area Regional Planning Council, It was formulated in 2016 (decided by the Minister of Land, Infrastructure, Transport and Tourism).
  • The planned area is based on an area that integrates one prefecture and seven prefectures (Tokyo, Ibaraki, Tochigi, Gunma, Saitama, Chiba, Kanagawa and Yamanashi prefectures), and is closely related to the four neighboring prefectures (Fukushima, Niigata, Nagano, and Shizuoka prefectures). It is said to be 11 prefectures in the metropolitan area, including prefectures.
  • Yokohama City, as a member of the Metropolitan Area Regional Planning Council, participates in the formulation and promotion of the plan, and is responsible for compiling one of the main projects, the “Project for the Creation of Marine Culture and Urban Areas”.
