In 2003, Japan-US discussions on the reorganization of U.S. military facilities and areas in Kanagawa Prefecture began, and the government requested Yokohama City to discuss the details of this consultation.

In response to this offer, he repeatedly argued that the construction of houses and the return of facilities should be discussed separately, but the government did not change the way of thinking that "it is a series of projects and should be processed collectively." Construction of houses, etc. will be carried out as soon as possible as a national affairs. "
While various opinions from citizens and local sufferings were received through the Kanazawa Ward Residents' Council to promote the return of the Ikego (Yokohama City) requisition land, as the best solution, in 2004, we made additional proposals to the government regarding the construction of houses and other facilities, including the conservation, a natural environment.
In response to this proposal, in the subsequent US-Japan talks, regarding the return, enclaves in the Ikego residential area and a part of the Koshiba oil storage facility were newly added, and the Kamiseya communication facility was expanded to all, and the city at that time The policy of returning 70% of U.S. military facilities was indicated. On the other hand, with regard to the construction of houses, etc., it was shown that the area of altered to be reduced to less than half, considering the natural environment of conservation, and reducing the number of houses built to about 700.
Based on the opinion of the City Counsil, Yokohama City announced that it would enter into concrete discussions with the government regarding the return and construction of housing, etc.
