The agreement was concluded on February 1, 2008 between the Director-General of the Yokohama City Safety Management Bureau and the U.S. Navy Commander in Japan.

Basis

The two sides maintain personnel and equipment to suppress emergency situations such as fires and other disasters (hereinafter referred to as "fires, etc.") in the area under their jurisdiction, so it is recognized that it is possible to provide mutual assistance in the event of an emergency such as a fire, and that the mutually under their jurisdiction is adjacent to each other, and that such a mutually beneficial agreement can be concluded by the Ministry of the Government of Yokohama.

1 Assistance provided under this agreement shall be achieved in accordance with the detailed planning and operation procedures (hereinafter referred to as “operation procedure details”) prepared and approved by the technical head of each fire department. I do.

(2) The senior conductor of the fire department belonging to one of the parties to this agreement or the senior conductor of the fire department currently active on the site of the fire, etc. shall, whenever deemed necessary, provide fire protection assistance based on this agreement. Shall be able to request assistance. In this case, the senior conductor of the fire department receiving the request for assistance shall immediately take the following measures:

(1) Immediately decide what personnel and equipment should be dispatched.
(2) Upon receiving a request based on this agreement, the Senior Conductor shall determine the personnel and equipment to be dispatched, instruct the duties, and then dispatch them.

The provision of assistance under this agreement is not compulsory. Provided, however, that if there is a reason that the fire department that has received the request for assistance cannot provide assistance, the requester shall immediately notify that fact.

Each party to this Agreement waives all claims to the other party for any loss, damage, personal injury or death resulting from the execution of this Agreement.

Assistance under this Agreement shall be provided free of charge by either side of the parties to this Agreement.

6 The senior conductor of the fire department that requested assistance shall be fully responsible for firefighting activities. Provided, however, that the senior conductor of the fire department that provides assistance shall be able to coordinate the firefighting activities in accordance with the details of the operation procedures created and approved by the technical head of each fire department.

7 The officers and members of the fire departments to which the parties belong under this agreement shall, on the basis of mutual benefits, provide timely guidance visits to each region within the scope of adapting to the security regulations of each facility, conduct on-site examinations, training and exercises to formulate a security plan as much as possible.

8 All amendments to this Agreement shall be made in writing and attached to the Agreement.

9 This Agreement shall come into effect as from the date stated in this document, and shall be effective until mutual consent or from one side to the other with a written notice of 60 days prior to the written notice.

10 With the date on which this agreement comes into effect, the next Fire Fighting Mutual Aid Agreement shall be in effect.

The Director of the Yokohama City Safety Management Bureau and the U.S. Army Base Management Commander in Japan are responsible for prevention and security in order to protect human lives and property from fires and other disasters, and to provide mutual assistance in firefighting activities. We believe that it is convenient and convenient, and both hope to conclude a mutual aid agreement to support firefighting activities in each responsible area. Therefore, this Agreement shall be implemented by a representative with the legitimate authority appointed below:

(mutual assistance)
Article 1 When there is a request from the U.S. Army Base Management Commander in Japan or the proxy/agent approved by both, the Director General of the Yokohama City Safety Management Bureau shall mutually dispatch fire defense personnel and equipment to assist the firefighting activities of the requesting organization.

2 The Director of the Yokohama City Safety Management Bureau, the U.S. Army Base Management Commander in Japan, or its proxy/agent shall reserve the right to suspend the dispatch if it determines that the dispatch of firefighting units will significantly hinder its own operations. I do.

(Aid Area)
Article 2 Fire defense personnel and equipment of the Director of the Yokohama City Safety Management Bureau and the U.S. Army Base Management Command in Japan shall assist in the following areas.
(1)　The area supported by the Director-General of the Yokohama City Safety Management Bureau will be the U.S. Army facility in Yokohama city area.
(2)　The area supported by the U.S. Army Base Management Commander in Japan will be near the U.S. Army Facility in Yokohama City.

(Request for assistance)
Article 3 Requests for assistance shall be made by a dedicated telephone established between the Yokohama City Safety Management Bureau and the U.S. Army in Japan.

(Director and Control)
Article 4 The aid firefighting unit shall be under the command of the highest conductor of the requester.

2. The highest conductor on the request side shall cancel the duties of the aid firefighting unit when it determines that the fire is suppressed or does not require assistance.

(Repayment and compensation)
Article 5 Claims for injury, death and damage to equipment due to assistance shall be mutually waived.

2 The expenses required for all assistance under this agreement shall be borne by each other.

(Effective)
Article 6 This Agreement shall enter into force from the time the parties have signed and signed. In addition, all oral or written agreements between the Yokohama City Safety Management Bureau and the United States Army in Japan that have been previously exchanged shall be abolished.

(Revised and abolished)
Article 7 The contents of this agreement may be reviewed at any time at the request of one of the parties, and may be amended by mutual agreement.

This Agreement shall be discussed and abolished at any time by written notice of one of the parties.

(Storage of agreements)
Article 8 This agreement shall be made in both Japanese and English, and shall be kept by both parties.

The parties with legitimate authority shall sign as proof of the conclusion of the agreement.
