Kanagawa Prefectural Base-Related Prefectural City Liaison Council Rules

(Name)
Article 1 This association is referred to as the Kanagawa Prefectural Base-related Prefectural City Liaison Council (hereinafter referred to as the "Council").
(Organization)
Article 2 The council shall be organized by Kanagawa Prefecture (hereinafter referred to as “prefecture”) and each city in Kanagawa Prefecture related to the base (hereinafter referred to as “related cities”).
(Secretariat)
Article 3 The secretariat of the Council shall be located within the Kanagawa Prefectural Office.
(Objective)
Article 4 The purpose of the council is to maintain close contact with prefectures and related cities on base issues, cooperate with each other, and resolve them.
(Business)
Article 5 The Council shall conduct the following projects.

(1) Matters related to the return and consolidation and reduction of bases.
(2) The use of the site of the base.
(3) Thing about prevention of base pollution and neighboring measures.
(4) Matters related to research and research to promote base measures.
(5) Other necessary to achieve the objectives.

(Offices and Employees)
Article 6 The following officers and employees shall be appointed at the Council.

(1) Chairman 1
(2) Up to 3 Vice Chairmans
(3) 2 Auditors
(4) 1 Executive Director

(Appointment of officers and employees)
Article 7 Appointment of officers and employees shall be in accordance with the following method:

(1) The chairman shall be the prefectural governor.
(2) The vice-chairman commissions the person recommended at the regular meeting from among the mayors concerned.
(3) Auditors shall be elected at regular meetings.
(4) The secretary general shall be the head of the base countermeasures section of the prefectural Policy Bureau base countermeasures department.

(Term of office of officers and employees)
Article 8 The term of office of the Vice-President and Auditor shall be two years. However, it does not prevent reappointment.
2. The Vice-President and Auditor will continue to perform their duties even when their term expires until the successor takes office.
(Meetings)
Article 9 Meetings of the council shall be special meetings, regular meetings and extraordinary meetings.
2 Special meetings will be held as meetings by the prefectural governor and related mayors when necessary for important matters.
3 Regular meetings shall be meetings by base-related section managers of prefectures and related cities, and shall be held four times a year.
4 Extraordinary meetings shall be held by members of the regular meeting when the chairman deems it necessary.
(Convocation)
Article 10 Meetings of the Council shall be convened by the President.
2 The special meeting will be chaired by the chairman, and the regular and extraordinary meetings will be chaired by the staff of the prefecture designated by the chairman.
(Special Committee)
Article 11 A special committee may be set up by a regular or extraordinary meeting decision to discuss specific base issues.
(2) The Special Committee shall be composed of the heads of prefectures and cities related to the base problem.
3 If it is deemed necessary for the activities of the Special Committee, it may commission or commission a person with academic background to investigate and study.
(Accounting)
Article 12 The fiscal year of the Council begins on April 1 of each year and ends on March 31 of the following year.
2 Expenses of the council shall be allocated with the contributions of the prefecture and related cities.
3 The amount of the contribution set forth in the preceding paragraph shall be determined at regular meetings.
4 The decision of the council's budget and approval of the settlement of accounts shall be made at regular meetings.
(Supplemental Rules)
Article 13 In addition to what is provided for in these Terms, necessary matters shall be determined by the President at regular meetings.
Supplementary Provisions
These Terms shall come into effect on May 21, 1964. (Hereinafter omitted)
