Kanagawa Prefectural Base-related Prefectural City Liaison Council Regulations

(Name)
Article 1 This association is referred to as the Kanagawa Prefectural Base-related Prefectural City Liaison Council (hereinafter referred to as the “Council”).
(Organization)
Article 2 The council shall be organized in Kanagawa Prefecture (hereinafter referred to as “prefecture”) and cities in Kanagawa Prefecture related to bases (hereinafter referred to as “related cities”).
(Secretariat)
Article 3 The secretariat of the Council shall be located within the Kanagawa Prefectural Office.
(Purpose)
Article 4 The purpose of the council is to maintain close contact between prefectures and related cities, cooperate with each other, and to resolve the base problem.
(Business)
Article 5 The Council shall carry out the following business:

(1) Matters related to the return and arrangement of bases.
(2) The use of the site of the base.
(3) Thing about prevention of base pollution and neighboring measures.
(4) Research and research to promote base measures.
(5) Other necessary items to achieve the objectives.

(Executive and Employees)
Article 6 The following officers and employees shall be assigned to the Council.

(1) 1 Chairman
(2) Up to three vice-chairpersons
(3) Two Auditors
(4) 1 Executive Director

(Appointment of officers and employees)
Article 7 The appointment of officers and employees shall be in accordance with the following method.

(1) The president shall be the prefectural governor.
(2) The vice chairman shall commission the person who has recommended at the regular meeting from among the relevant mayors.
(3) Auditors shall be elected at regular meetings.
(4) The secretary general shall be the head of the base countermeasures section of the Policy Bureau base of the prefecture.

(Term of office of officers and employees)
Article 8 The term of office of the Vice Chairman and Auditor shall be two years. However, this does not prevent re-election.
2. The Vice Chairman and Auditor shall continue to perform their duties even when their term expires, until the successor is appointed.
(Meetings)
Article 9 Meetings of the council shall be special meetings, regular meetings and extraordinary meetings.
2 Special meetings will be held as a meeting by the prefectural governor and the relevant mayors when necessary for important matters.
3 Regular meetings will be held by base-related section managers of prefectures and related cities, and will be held four times a year.
4 Extraordinary meetings shall be held by members of the regular meeting when the chairman deems it necessary.
(Convocation)
Article 10 Meetings of the Council shall be convened by the President.
2 Special meetings are chaired by the chairman, and regular meetings and extraordinary meetings are chaired by staff of the prefecture designated by the chairman.
(Special Committee)
Article 11 A special committee may be established at the discretion of a regular or extraordinary meeting to discuss specific base issues.
2 The special committee shall consist of section managers of prefectures and cities related to the base problem.
3 When it is deemed necessary for the activities of the Special Committee, a person with academic experience, etc. may be commissioned or entrusted to them to investigate and research.
(Accounting)
Article 12 The fiscal year of the Council shall begin on April 1 of each year and ends on March 31 of the following year.
2 The expenses of the council will be allocated with the contribution of the prefecture and related cities.
3 The amount of the contribution set forth in the preceding paragraph shall be determined at the regular meeting.
4. The decision of the council's budget and approval of the settlement of accounts will be made at regular meetings.
(Supplementary Regulations)
Article 13 In addition to what is provided for in these Covenants, necessary matters shall be determined by the President at regular meetings.
Supplementary Provisions
These Terms shall come into effect as of May 21, 1964. (Abbreviated below)
