Atsugi Base Noise Countermeasures Council Regulations

(Name)
Article 1 This association is the Atsugi Base Noise Countermeasures Council (hereinafter referred to as the "Council"). It's called it.

Article 2 Regarding aircraft noise issues due to continuous night take-off and landing training at Atsugi Base, the government and parliamentary officials around Atsugi Base will work closely with each other and cooperate to promote effective movements to resolve noise problems. The purpose is to

Article 3 This council shall conduct the following business to achieve the objectives set forth in the preceding Article.

(1) Activities to request the government, the Diet, and the U.S.
(2) Information exchange on noise issues
(3) Discussion on aircraft noise countermeasures such as early realization of alternative training facilities
(4) Other matters necessary to achieve the objectives

(Organization)
Article 4 This council shall be organized with the persons listed in the following items.

(1) Governor of Kanagawa Prefecture (hereinafter referred to as the "Governor") Chairman of the Kanagawa Prefectural Assembly and the Kanagawa Prefectural Assembly (several members)
(2) Mayors of Yokohama, Sagamihara, Fujisawa, Chigasaki, Yamato, Ebina, Zama, Kanagawa and Machida, and city council chairperson

(Chairperson)
Article 5 The council shall have a chairman, and the chairman shall be assigned by the governor.
2. The President shall supervise the duties of this council and represents this meeting.
(Advisor)
Article 6 Advisers shall be appointed to the Council.
2. The advisor shall be commissioned by the chairman from among the members of the House of Representatives and members of the House of Councilors elected from Kanagawa Prefecture who have the foundation of their activities in the 12th to 16th wards of Kanagawa Prefecture.
3. Advisors may attend meetings and express their opinions.
(Meetings)
Article 7 The meeting shall be convened by the President and chaired by the President.

(Secretary Committee)
Article 8 A secretary's meeting shall be set up in the Council.
2 The secretary's meeting shall handle matters related to the operation of the council, such as budget and settlement of accounts.

(Secretariat)
Article 9 The secretariat shall be located in the Base Countermeasures Section, Policy Bureau Base Countermeasures Department, Kanagawa Prefecture.
(Expenses)
Article 10 The expenses of the council shall be allocated with the contributions of the prefecture and related cities.
(Supplementary Regulations)
Article 11 In addition to what is provided for in these Terms, necessary matters shall be determined separately by the President.
Supplementary Provisions
These Terms shall come into effect on August 16, 1988. (Abbreviated below)
