(1) Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964, Yokohama City Regulations No. 59) and being a person who has the qualifications stipulated by the provisions of Paragraph 2 of the same Article.
(2) Recruitment pioneers must be experienced in recruitment or employment placement work.
(3) Job recruiters are occupations held by the Japan Private Employment Agency Association within the past four years.
The person in charge of referral must be a person who has taken the course.
