Accreditation acceptance of "Advanced Equipment Installation Plan"

 In Yokohama City, based on the "Small and Medium Enterprise Management Enhancement Law", SMEs with offices in Yokohama City examine the "Introduction Plan for Advanced Equipment" formulated by SMEs with offices in Yokohama City for the purpose of improving labor productivity to a certain extent. We perform authorization when we meet introduction promotion basic plan of city.
 Special property tax exemption is received for newly acquired equipment by March 31, 2025 based on the introduction plan of certified advanced equipment, etc., and the city's system loan "SGDs Yokohama Fund" can be used. .

Precautions for application

  • It takes about two weeks after receiving the mailed documents at this section until the certificate is issued. If there are any deficiencies in the application documents, etc., it may take some time to certify, so please consider the period.

About application for certification of "advanced equipment introduction plan"

1.About new application

Required documents at the time of application (all persons are required to submit)

When receiving special measures for property tax, the following submission is required in addition to the above.

    In the case of lease contracts

    All of the following two points are required.
      ・Lease Contract Estimate [copy]
      ・Statement of property tax reduction amount confirmed by the Japan Leasing Association [copy]

    When receiving 1/3 exception (2/3 reduction) of property tax (Note 5)

    Documents proving that they have announced their wage increase policy to employees [original] (docx format (word: 20KB))

    (Note 1) Labor productivity is 3% annually (9% for a three-year plan, 12% for four years) by introducing equipment directly used for production and sales activities necessary to improve labor productivity. Please attach a confirmation letter (original) of a certified management innovation support organization for the fact that it is expected to improve by more than that.

    (Note 2) Be sure to check all items for items II and III.

    (Note 3) We use to send copy of certificate (one A4 size one) from Yokohama City and certification application (including introduction plan such as high-tech facilities).

    • It is recommended that you use letter packs and letter pack light for reply envelopes because you can check the transmission record.
    • Please fill in the application form with the name of Address and name.
    • Please attach a stamp (the amount that can send the same weight as the application documents) to the reply envelope. (Not required for letter pack)

    (Note 4) Please submit the attachment of the confirmation letter concerning the investment plan issued by the certification support organization and the status of compliance with the attached standards.
    (Note 5) The wage increase policy can be positioned within the plan only when a new application is made. It is not possible to add a wage increase policy to the plan when applying for a change. This document must also be signed by the employee representative (signature and seal is acceptable). (Only registered name is not allowed.)

    2.About change application after plan authorization

    After the plan is approved, if you want to change the introduction plan for advanced equipment that has been certified by additional acquisition of equipment, etc., you need to apply for a change. However, in the case of minor changes, there is no need to apply for a change. (Note 1)

    In the case of lease contracts

    All of the following two points are required

    • A copy of the lease contract estimate
    • A copy of the property tax reduction statement confirmed by the Japan Leasing Association

    (Note 1) Minor changes that do not change the purpose of the certified advanced equipment introduction plan, such as slight changes in the amount of equipment acquired and the amount of funding, changes in the model number of equipment, changes in representative of corporations, etc. .

    (Note 2) Please make it in a form that modifies the introduction plan for certified advanced equipment. Changes and additions should be underlined so that the changes are easy to understand. Also, when installing additional equipment, revise the target so that labor productivity growth is higher than planned before the change.

    (Note 3) Please indicate that the plan was before the change by handwriting in the plan.

    3.Application method and receipt of the certificate

    Please apply for required documents (paper) by mail by simple registered mail. In addition, please send the required documents's advanced equipment introduction plan (Word file) to the following e-mail address.

    Points to keep in mind

    Please be sure to keep a copy of the submitted materials at hand.

    • Please send an e-mail only for the advanced equipment introduction plan.
    • Applications will not be accepted by sending the above e-mail. required documents (paper) must be mailed at the time of application.
    • If there are any deficiencies in the application documents, we will notify the applicant of the correction by e-mail.
    • If the correction is not made within a certain period of time or if the request for correction cannot be made within a certain period of time or if the request for correction cannot be contacted, a set of application documents may be returned in a reply envelope. Thank you for your understanding.

    How to receive a certificate

    The certificate will be mailed with the reply envelope enclosed at the time of application.

    4.Points to keep in mind

    • It is "essential" to acquire advanced equipment after the plan is approved. Therefore, after the equipment has already been acquired, it is not possible to obtain the certification of the "Advanced Equipment Installation Plan".
    • Plans that have been approved before March 31, 2023 cannot be used because the system was revised in April 2023.
    • After the plan is approved, a questionnaire survey may be conducted to ascertain the progress of the introduction plan for advanced equipment.
    • Please note that the requirements for accreditation of the advanced equipment introduction plan and the requirements for receiving special measures for property tax are different.
