About publication such as earthquake-resistant diagnosis results of building where earthquake-resistant diagnosis was required

Last Updated March 27, 2024

Based on the "Law Concerning the Promotion of Seismic Retrofitting of Buildings (Act No. 123 of 1995)" For buildings that are required to conduct seismic diagnosis and report the results, For those who have not yet reported We publish the contents of order.

1.Target building

(1) Emergency safety confirmation Large-scale buildings
Buildings used by an unspecified number of people and those who need special consideration in evacuation, large-scale buildings that started construction before May 31, 1981

"Scale requirements for large-scale buildings requiring earthquake-resistant diagnosis" (PDF: 68KB)

(2) Building with safety confirmation plan
A building facing a particularly important road (* 1) that should be secured in the event of an earthquake disaster, and above a certain height that was started before May 31, 1981 (* 2)

(※1) "Especially important roads that should be secured during an earthquake disaster" (PDF: 740KB)
(※2) "What is more than a certain height ..." (PDF: 22KB)

2.Details of the announcement

  • Name, location, use, road name of building (limited to buildings with safety confirmation plan required)
  • Name of the method of seismic diagnosis and the evaluation result of the safety of major parts of the building against earthquakes in terms of structural strength
  • If there is a plan for seismic retrofitting, rebuilding or removal, the content and timing of implementation

3.Evaluation of earthquake-resistant diagnosis

The safety evaluation categories evaluated by the seismic diagnosis are I to III in the table below.

Assessment of safety against earthquakes in major parts of structural strength
There is a high risk of collapse or collapse due to earthquake vibration and impact.Insufficient earthquake resistance
IIThere is a risk of collapse or collapse due to earthquake vibration and impact.
IIILow risk of collapse or collapse due to earthquake vibration and impact.Seismic resistance is ensured

The seismic diagnosis evaluates the risk of collapse or collapse due to a large-scale seismic motion with a seismic intensity of 6 to 7 or more.
For medium-scale seismic motions with a seismic intensity of about 5 or more, there is little risk of damage and there is little risk of collapse unless it is illegally constructed or degraded.

4.Publication of the results of seismic diagnosis

(If there is a change in the published content, such as when earthquake resistance is secured due to seismic retrofitting, etc., it will be updated as needed.)
(1) Emergency safety confirmation Large-scale buildings

(2) Building with safety confirmation plan

※About evaluation of safety for earthquake every building, according to confirmation method of earthquake resistance (PDF: 345KB), evaluation of attached table earthquake-resistant diagnosis and evaluation of safety against earthquake of main part in structural strength (PDF: 84KB) And the above "List of Seismic Diagnosis Results".

5.Order to report the results of the earthquake resistance diagnosis

An order has been issued to those who have not reported the results of the seismic diagnosis based on the provisions of Article 8, Paragraph 1 of the Act, and the contents will be announced based on the provisions of Paragraph 2 of the same Article.

6.Support for facilities that lack earthquake resistance
