About publication of earthquake-resistant diagnosis result of building where earthquake-resistant diagnosis was compulsory

Last Updated September 9, 2024

Based on the "Law Concerning the Promotion of Seismic Retrofitting of Buildings (Law No. 123 of 1995),", for buildings that are required to conduct seismic diagnosis and report the results, the results of seismic diagnosis and those who have not yet reported We announce the contents of the order.

1.Target buildings

(1) Emergency safety confirmation Large-scale buildings
Large-scale buildings, etc. used by unspecified large numbers of people and those who require special consideration in evacuation, that started construction before May 31, 1981

"Size requirements for large-scale buildings that require earthquake-resistant diagnosis" (PDF: 68KB)

(2) Buildings listed in the safety confirmation plan required
Buildings facing particularly important roads (* 1) that should be secured in the event of an earthquake disaster, with a certain height or higher (* 2) that started construction before May 31, 1981 (* 2)

(※1) "A particularly important road among roads that should be secured during an earthquake disaster" (PDF: 740KB)
(※2) "What is more than a certain height ..." (PDF: 22KB)

2.Details of the announcement

  • Name, position, use, road name of the building (limited to buildings that require safety confirmation plan)
  • Name of the method of seismic diagnosis and evaluation results of the safety evaluation of major parts of structural strength by the building against earthquakes
  • If there is a plan for seismic retrofitting, rebuilding or removal, the content and timing of implementation

3.About evaluation of earthquake-resistant diagnosis

The evaluation categories of safety evaluated by seismic diagnosis are I to III in the table below.

Evaluation of safety against earthquakes in major parts of structural strength
There is a high risk of collapse or collapse due to vibration and impact of an earthquakeInsufficient earthquake resistance
IIThere is a risk of collapse or collapse due to vibration and impact of an earthquake.
IIIThere is a low risk of collapse or collapse due to earthquake vibration and impactSeismic resistance is ensured

Seismic diagnosis evaluates the risk of collapse or collapse due to large-scale ground motions with a seismic intensity of 6 to 7 or more.
For medium-scale seismic motions with a seismic intensity of about 5 or more, as long as they are not illegally constructed or degraded, there is little risk of damage and there is no risk of collapse.

4.Announcement of results of earthquake-resistant diagnosis

(If there is a change in the content of the announcement, such as when earthquake resistance is secured due to seismic retrofitting, etc.)
(1) Emergency safety confirmation Large-scale buildings

(2) Buildings listed in the safety confirmation plan required

※Regarding the evaluation of the safety against earthquakes for each building, in accordance with the method of confirming the earthquake resistance (PDF: 345KB), the evaluation of the attached earthquake resistance diagnosis and the evaluation of the safety against earthquakes in major parts of structural strength (PDF: 84KB) And the above "List of Seismic Diagnosis Results" can be confirmed.

5.Order to report the results of earthquake-resistant diagnosis

An order has been issued to those who have not reported the results of the earthquake-resistant diagnosis based on the provisions of Article 8, Paragraph 1 of the Act, and the contents will be announced based on the provisions of Paragraph 2 of the same Article.

6.Support for facilities that lack earthquake resistance

  • Subsidiary system
We assist earthquake-resistant repair design, earthquake-resistant repair work and removal work and support earthquake-resistant approach. For more information, please refer to the following link.
  • Seismic total support business (limited to buildings listed in the safety confirmation plan required)
Persons with specialized knowledge and experience will visit building owners and provide support for earthquake resistance so that they can start designing and construction systematically in the future for buildings whose seismic diagnosis has been completed. I will do it. For more information, please refer to the following link.
