Ring Route 4 cargo handling space

On Route 4 around Aobadai Station, safe and smooth traffic was not possible, such as parking and stopping of visitors and cargo handling vehicles hindered the regular operation of buses.
As a countermeasure, in February 2007, a model “loading space” was installed at four locations around the station (two north and south of the station x on both sides of the road) with a part of the sidewalk. The operation is carried out by the cargo handling space club, an organization of users.

  • Near 1 Shiratoridai, Aoba-ku, south side of Route 4 and near 23 Tsutsujigaoka
  • Around 2-11 Aobadai, Aobadai, Aoba-ku, north side of Route 4 and near 1-15 Aobadai

※As a result of a parking fact-finding survey conducted in March and July 2006, the installation location was selected from sections where there were many cargo handling vehicles.
※In the cargo handling space, parking prohibitions will be lifted only for ordinary lorries that are collecting and delivering cargo.

With regard to the operation of cargo handling space, a cargo handling space operation subcommittee was set up under the Council for Parking and Congestion around Aobadai Station, which was organized by local officials such as Neighborhood Association Neighborhood Associations, the Store Association and related organizations.
Based on these operational rules, it is operated while discussing with the user's group "Shipping Space Club".
Members of the club affix a sticker "during cargo handling" to the vehicle to handle cargo.

[Operation Rules]
1 Use is limited to "cargo collection and delivery (load handling)".
2. As a general rule, users join the cargo handling space club.
3. As a general rule, cargo handling is within 15 minutes at a time.

[How to use]
1 As a general rule, applicants must join the cargo handling space club.
2 Stickers are distributed from the Packaging Space Club to each user.

3 Each user (shops, offices, etc.) shall provide each delivery.
Distribute stickers to delivery companies, etc.
It is used by the delivery company.
Each user (transportation company) shall use it on their own vehicles.


■Around Aobadai Station Parking and Traffic Congestion Countermeasures Council
As a place for communication coordination and exchange of opinions to reduce parking and traffic congestion around Aobadai Station and to ensure a smooth traffic environment such as regular bus operation, Neighborhood Association, shopping associations, commercial facilities and supermarkets, buses and railway operators established on November 21, 2006 by operators, parking operators, transportation operators, and government officials.
■Ring Route 4 cargo handling space operation subcommittee
A subcommittee established under the above council to consider how to operate cargo handling space.
■Packaging Space Club
A club made up of volunteers from users who have been set up to smoothly utilize the cargo handling space. Representatives are also chaired by the Chair of the above subcommittees.

A survey was conducted in July, the second half of the operation, in order to understand the usage status and effects after installation.

The following survey items are organized and analyzed to understand the usage status of cargo handling space, problems and issues.

・Usage status survey (video shooting)
・Survey of the use area of cargo handling space
・Interview survey
・Verification of Operational Rules

The following survey items were organized and analyzed, and the effects of maintenance of cargo handling space were examined.

・Survey on street parking
・Interview survey
・Driving status survey
・Accident Situation Survey
