Loop No. 4 cargo handling space

On Route 4 around Aobadai Station, safe and smooth traffic was not possible, such as the regular bus operation was hindered due to the arrival of visitors and parking vehicles.
As a countermeasure, in February 2007, we installed a model of “loading space” with a part of the sidewalk cut off was modeled at four locations around the station (two north and south of the station x both sides of the road). About operation, "garding processing space club" which is group by user performs.

  • Around 1 Shiratoridai 1 Aoba-ku, Aoba-ku, south side of Route 4 and near 23 Tsutsujigaoka
  • Around 2-11 Aobadai 2-11 Aobadai, Aoba-ku on the north side of Route 4 and around 1-15 Aobadai

※As a result of a parking survey conducted in March and July 2006, the installation location was selected from the section where there were many cargo handling vehicles.
※In the cargo handling space, parking prohibition measures will be lifted only for ordinary freight vehicles that are collecting and delivering cargo.

Regarding the operation of cargo handling space, the “Roading Space Operation Subcommittee” was established under the “Aobadai Station Area Parking and Congestion Countermeasures Council” by local stakeholders such as Neighborhood Association Neighborhood Associations, the Store Association and related organizations.
Based on these operation rules, it is operated while discussing with the user's group "Papering Space Club".
Members of the club will affix a sticker stating "Under loading" to the vehicle and perform cargo handling.

~ 3 Roles of cargo handling space ~

[Operation Rules]
1 Use is limited to "freight collection and delivery (carrying handling)".
2 Users are, in principle, join the cargo handling space club.
3. As a general rule, cargo handling shall be within 15 minutes at a time.

[How to use]
1 In principle, those who wish to use the service shall join the cargo handling space club.
2 Distributed stickers from the Cargoing Space Club to each user.

3 Each user (shops, office, etc.) must receive each delivery.
Distribute stickers to distributors.
The vehicle is used by the delivery company.
Each user (transportation company) uses it on its own vehicle.


■Aobadai Station Area Parking and Traffic Congestion Countermeasures Council
In order to reduce parking and traffic congestion around Aobadai Station and to ensure a smooth traffic environment, such as regular bus operation, an organization established on November 21, 2006 by Neighborhood Association, Store Association, commercial facilities and supermarkets, bus and railway operators, parking operators, transportation operators, and government officials.
■Loop Line 4 Loading Space Operation Committee
A subcommittee established under the above council to consider how to operate the cargo handling space.
■Packaging Space Club
A club consisting of volunteers of users established to smoothly utilize the cargo handling space. The representative is also the head of the above subcommittees.

A survey was conducted in July, half a year after the installation, to understand the usage status and effects after installation.

The following survey items will be organized and analyzed to understand the usage status of cargo handling space and problems and issues.

・Usage Status Survey (video shooting)
・Survey of the area of use of cargo handling space
・Hearing survey
・Verification of operational rules

The following survey items were organized and analyzed, and the effects of improving the cargo handling space were examined.

・Survey on-street parking on the street
・Hearing survey
・Driving status survey
・Accident Investigation
