Yokohama Water Supply Safety and Security Partner (Fuel Supply)

Water Works Bureau must secure the necessary fuel for emergency power generation facilities such as water purification plants, which are lacking in the event of a large-scale power outage in preparation for an earthquake disaster, and for water vehicle, which transports tap water when water is cut off.
With the main purpose of securing the necessary fuel in the event of an emergency, businesses handling fuel have registered and cooperated as "Yokohama Water Supply Safety and Security Partner (Fuel Supply)".

2.Outline of fuel supply cooperation in emergencies

(1)Please register in advance the items such as places and oil types that can be provided in an emergency.
What is the specific location?

  • Water Works Bureau sites (in-house power generation facilities)
  • Over-the-counter refueling (vehicle)
  • Dispatched to other cities

It is divided into three categories.
(2)If fuel is needed in an emergency, Water Works Bureau should ask the registered business operator to cooperate with the supply.
(3)Registered businesses are required to supply fuel to the extent that they can be supplied (for example, if fuel is stocked or expected to procure) (supply cooperation is not mandatory in this registration system.) 。

3.Necessity of fuel in water supply facilities

Fuels necessary for emergency power generation facilities such as water purification plants and water distribution pumping stations

Even in the event of a large-scale power outage due to a disaster, it is necessary to maintain the operation of water purification plants and water distribution pumping stations in order to deliver tap water to homes. To this end, Water Works Bureau has installed emergency power generation facilities at three water purification plants and 13 water pumping stations.
Among them, the city's largest emergency power generation facility in Kosuzume Purifiction Plant, needs to be replenished approximately 40 hours after the power outage.

Fuel of water vehicle and restoration-related vehicles

Water Works Bureau owns 19 water vehicle and approximately 330 other vehicles in preparation for emergency water supply in the event of a disaster. In addition, in Sendai City, affected areas Prefecture, after the Great East Japan Earthquake, more than 60 water vehicle units have been gathered with support from various locations.
Water Works Bureau regularly strives to refuel when a quarter of fuel is consumed in preparation for a shortage of fuel in the event of a disaster. However, in the event of a long period of time and a serious shortage of fuel, these vehicles will also require refueling.

Water Works Bureau has multiple offices in a large area both inside and outside the city, so it is necessary to cooperate with offices to continue operations even in the event of a disaster. For this reason, communication equipment has been installed and emergency power generation facilities have been installed in offices and other facilities that serve as bases for restoration, and these facilities must be replenished.
