Shimin-no-Mori System
Shimin-no-Mori is a system that preserves Yokohama City's unique green space, which started in 1971, protects and nurtures greenery, and uses it as a place for citizens to relax. Thing.
As of April 1, 2024, 47 locations (approximately 556ha) have been designated.

Designation criteria and contract method
Specify an area that can be used safely as a place for citizens to walk and relax, mainly on land of approximately 2ha or more, mainly covered with forests. In addition, we may be able to specify farmland integrated with forest land. After submitting the “Shimin-no-Mori Designation Application (Agreement) Form” from the landowner, please sign a Shimin-no-Mori contract for more than 10 years between the landowner and the mayor for those that meet the standards.
Incentive measures for contractors
We pay green tract of land upbringing incentive money from city at the end of every year. In addition, a lump-sum payment will be made at the time of the renewal contract. (Since incentives, etc. are subject to tax, you must report to the tax office.)
Property tax and city planning tax are reduced.
Usage/Management
Even after designation, we would like landowner sequentially for daily maintenance. City maintains while considering not to break natural scenery such as walking paths and open space. It will take about two years before the start of maintenance, we will conduct local explanations, form a protection society, and examine the city's maintenance plan and maintenance management plan.
After opening the park, the park green space office will respond to the management of dead trees along the garden road and open space and facility inspection, etc. We ask the "Shimin-no-Mori Protection Association" formed by local residents.
Restrictions on acts
If designated as Shimin-no-Mori, development and changes in the character of the land are prohibited. In addition, when we perform ownership transfer, right setting, discussion (consultation proposal form) with the mayor is necessary.

Welcome center
We have set up "Welcome Centers" at five locations in the city to transmit forest information and convey its appeal.
