Yokohama City Parking Ordinance Q & A

We will answer frequently asked questions about the Yokohama City Parking Ordinance.
- Q6 Does the floor area at the time of calculating the number include common areas such as corridors?
1 Parking lot maintenance district is district where city planning is decided based on parking lot law Article 3 Clause 1 and City Planning Act Article 8 Clause 1. (About each parking lot maintenance district)
※ In the city, we designate six districts: Chuo district, Shin-Yokohama northern district, Kohoku New Town No. 1, Kohoku New Town No. 2, around Totsuka Station and around Kami-Ooka Station parking lot maintenance district.
2 Restrictions are the same as the mandatory area of the Parking Ordinance. Please refer to Q3 for restrictions on mandatory areas.
In the mandatory area of the 3 parking lot regulations, new construction, extension or change of use of buildings that meet certain requirements ※If you do so, you will be required to set up a parking lot.
In addition, the obligatory area is broadly divided into two categories: "parking lot maintenance area or commercial area or neighborhood commercial area" and "neighboring area or car Fukuso area", and the standards for the number of installations are different. ※ Definition of "use change" in Yokohama-shi parking lot regulations
Large-scale repairs prescribed in Article 20-2, Paragraph 1 of the Parking Lot Act for those that increase the floor area of the part to be used for specific uses due to changes in the use of the building part Or a large-scale remodeling. (Article 6 of the Ordinance)
Even if it does not correspond to 4 parking lot maintenance districts, when it is a commercial area, it is displayed as "parking lot maintenance district or commercial area or nearby commercial area". In the case of a parking lot maintenance area, the "Restrictions by City Planning" column of i-Mappy will be displayed as a parking lot maintenance area.

5 “Fukuso (congestion)” refers to the concentration of things in one place, and areas where automobile traffic is expected to be ingested are designated as “automobile Fukuso districts”.

6 The statutory total area under the Building Standards Law is covered. (Excluding the floor area of parking lots and bicycle parking lots.) Therefore, floor area of common areas such as corridors is also covered.
7 There are mitigation measures for small and medium-sized buildings [Ordinance Article 4 and Article 6] and mitigation measures for large-scale buildings [Ordinance Article 5].

8 As a special case of mandatory parking lots, if you meet the standards for off-site parking lots, you can set up a parking lot within approximately 300 meters from the site of the building. [Ordinance Article 10, Handling Standards Article 3 and Article 5]

9 When making an extension or change of use, calculate the number for the total area of the building after the extension or use change, and calculate the number for the total area of the building before the extension or use change from the number. The number after subtracting the number must be newly attached as the mandatory parking lot.

10 Standards for the installation of parking lots for vehicles other than passenger cars have an obligation to attach parking facilities for cargo handling vehicles and motorcycles.
Please refer to the booklet P11 (Chapter 3, page 11) for cargo handling vehicles and the booklet P12 (Chapter 3, page 12) for motorcycles.
In addition, even if it is a building that is not subject to attachment obligations such as parking facilities for cargo handling vehicles and motorcycles, if the demand for parking of these vehicles is expected, we will work to maintain parking facilities, etc., and the occurrence of street parking Please deter.
In addition, for parking facilities for motorcycles, please try to park vehicles with a displacement of more than 125cc.
11 Buildings for use in apartment houses, tenement houses, dormitories and boarding houses (those that start construction after December 2007) are buildings that are not subject to the parking lot regulations, but the Yokohama City Building Standards Ordinance According to Article 4-3, parking lots for passenger cars are required.

12 Regarding the installation of bicycle parking lots, there are guidance standards related to the Large-Scale Retail Store Location Law.
In addition, setting of bicycle parking lot is necessary by "the regulations about attachment of Yokohama-shi bicycle parking lot" when we build or expand customer attracting facility more than facility area 300 square meters or apartment house more than ten houses .

13 Installation (change) of parking facilities, etc. The number of copies submitted by registration form (No. 1 style) will be two copies.
