What is the pedestrian convenience improvement road (Hokomichi) system?
Outline of the System
New needs for roads are increasing, such as "I want to use the road space to revitalize the city" and "I want to make it a space where you can stay slowly by placing cafes and benches on the sidewalk."
In order to make it easier to build such a road space, a new "pedestrian convenience improvement road" (commonly known as Hokomichi) system was newly established under the revised Road Law enacted on May 20, 2020.
This system has the advantage of the flexible approval of the road occupation permit required when utilizing the road space.

1 Designation of pedestrian convenience improvement road
When we meet specific requirements about road planning maintenance of space where pedestrian can stay, walk comfortably, we establish section and appoint as pedestrian convenience improvement road.

2 Designation of convenience promotion guidance area
Of pedestrian convenience improvement road, road manager designates area (convenience increase guidance area) to guide appropriate and planned setting such as pedestrian convenience improvement facilities.
Regarding private use in this area, special private use is permitted, and functions (cafes, benches, etc.) necessary for pedestrian convenience improvement can be placed regardless of the standard of roomlessness.
