Outline of setting up a round-table conference for the Yokohama City Library

(Purpose)

Article 1 In order to promote collaboration with citizens and to conduct more effective and efficient library management, we will establish a "Yokohama City Library Roundtable" (hereinafter referred to as "the round-table conference") to examine the future of the Yokohama City Library.

(Control of jurisdiction)

Article 2 The round-table conference will examine the following matters and report the results to the Yokohama City Superintendent of Education.
(1) Management of Yokohama City Library
(2) Library Service in Yokohama City Library
(3) Other necessary matters

(Organization)

Article 3 The round-table conference shall be organized by about 10 members.

(Commission of committee members)

Article 4 The members shall be commissioned by the superintendent of education from among those who have extensive insight into the library.

(Term of office, etc.)

Article 5 The term of each member shall be until March 31, 2008. Provided, however, that the term of office of a substitute member shall be the remaining term of the predecessor.

(Installation Period)

Article 6 The setting period of the round-table conference shall be from the date of establishment to March 31, 2008.

(Chair and Vice Chairs)

Article 7 The Chair and Vice Chair shall be appointed at the round-table conference.
2. The chairperson shall be elected by mutual election of the committee members, and the vice chairperson shall be assigned by the chairperson.
3 The Chair shall represent the round-table conference and shall preside over the meeting.
4 The Deputy Chair assists the Chair and substitutes his position when the chairperson has an accident or when the chairperson is missing.

(Convocation of meetings)

Article 8 The round-table conference shall be convened by the Chair.
2. The chairperson may request the attendance of persons other than the committee members, listen to their opinions, or request submission of materials.

(quorum)

Article 9 The quorum for holding a round-table conference shall be a majority of the members.

(Disclosure of proceedings)

Article 10 Based on Article 31 of the Ordinance on Disclosure of Information Held by Yokohama City (February 2000 Yokohama City Ordinance No. 1), the proceedings of the round-table conference will be made public. Provided, however, that if it falls under each item of the same Article, the Chair may not disclose the proceedings.
2 Necessary matters concerning the release of the proceedings shall be as stipulated in the outline of the holding of meetings such as the Yokohama City Council (June 26, 2000 City Municipality No. 44).

(General affairs)

Article 11 General affairs of the round-table conference shall be handled by General Affairs Section, Planning and Operation Division, Municipal Central Library.

(Supplementary Regulations)

Article 12 In addition to what is stipulated in this outline, matters concerning the operation of the round-table conference shall be determined by the chair.

Supplementary Provisions

(Effective Date)
1 This summary shall come into effect on April 1, 2007.
(Transitional Measures)
2 The first round-table conference after the enforcement of this outline shall be convened by the superintendent of education.
(Expiration)
3 This summary will lose its effect as of March 31, 2008.
