“Yokohama City Library Discussion Report” (August 2007)

In October 2006, City of Yokohama, Board of Education Secretariat established the Yokohama City Library Roundtable, consisting of academics and representatives of citizens, and has been studying the future direction of library services.
In August 2007, the "Yokohama City Library Roundtable Report-Yokohama Models Utilizing Citizenship and Creativity", which summarizes the results of the study, was completed and submitted by the chair of the roundtable to the Superintendent of Education.
In response to this report, Yokohama City Library will consider specific proposals for library services and operations.

Outline of the report

1 The Way of Yokohama City Library

Based on the premise of collaboration with the citizenship of the international cultural city Yokohama, we aim to create a Yokohama-style model library that is in line with the spirit of self support and independence, centering on the services described in 2 and 3 below.

2 Future Library Services

The Yokohama City Library aims to create a unique library that takes advantage of the characteristics of the local community while strengthening its ability to solve problems. Specific activities include promoting children's reading activities, coordinating and supporting schools and school libraries, multicultural services, etc., and utilizing IT technology to develop library services in detail, and provide advanced additional services Introduce beneficiary burdens and cooperate with existing facilities.

3 Efficient management and operation

Based on the shift to a management system that utilizes the creativity and execution power (= civil power) of citizens, companies, and various organizations, comparisons are required for the scope of introduction and specific methods. Establish a business system that utilizes the power of librarianship with advanced expertise, and promote management efficiency through mechanization and labor saving.

4 Collaboration with Citizens

Against the background of diverse and abundant human resources and active citizen activities (= citizenship), deepen cooperation with volunteers and supporters in order to further promote collaboration with citizens in libraries. Opportunities for citizen participation in the library is required, and a system in which citizen opinions such as the "Library Citizens' Meeting" by citizen representatives are reflected and realized without limiting to the "Library Council" as an advisory body of the library director. Promote the creation. It is also necessary to foster a culture of donation and to be aware that citizens themselves are participating in the operation of the library through donation activities.
