Anyone living in Yokohama, commuting, or going to school can borrow for free.
The library card is common to the entire Yokohama City Library. You can rent it anywhere in City Library and return it anywhere.
You can borrow up to 10 books per person in total for 2 weeks (14 opening days).

For residents living in Kamakura City, Kawasaki City, Zushi City, Fujisawa City, Yamato City, Yokosuka City, Machida City
You can issue a Yokohama City Library card for wide area use.
