We raise opinions from citizens about the regulations (main point plan) about facilities of children's guidance office temporary shelter and standard of operation.
In April 2024, following the revision of the Child Welfare Law, a new standard for facilities and operation unique to temporary shelter facilities (Cabinet Office Ordinance) was enacted.
Temporary protection is a necessary measure to protect the safety of children, and Yokohama City has been providing support for temporarily protected children, but according to new national standards, it has been temporarily protected so that children can spend more peace of mind. It stipulates the protection of children's rights and individual care.
The City of Yokohama also enacts "Ordinance on Standards for Facilities and Operation of children's guidance office Temporary Protection Facilities" in light of the law revision and the intent of Cabinet Office Ordinance. Therefore, about the regulations (main point plan), we raise opinions of citizen's all of you.

Standards for facilities and operation of temporary shelters in children's guidance office
The following items are stipulated in the standards for facilities and operation of temporary shelters.
- Employees and the number of employees assigned to temporary shelter
- Floor area of living room pertaining to temporary protection facilities and other facilities of temporary protection facilities
- Matters related to the operation of temporary shelters
Contents to be added by Yokohama City
In Yokohama City, while respecting national standards in principle, the following two items will be added mainly based on the status of facilities and operation of temporary shelters in Yokohama City.
◇About training of staff
・In order to promote efforts to prevent abuse of elementary school student by temporary shelter staff and to foster awareness among staff, we will add prevention of abuse such as elementary school student as a training item.
◇About education of elementary school student under temporary protection
・In order to clarify elementary school student's approach to education under temporary protection, education items are stipulated independently.
・In addition, we will add support for going on to school and further promote support.
