The management and operation of "public facilities" was limited to public organizations by the Local Autonomy Law from the viewpoint of ensuring public nature (management consignment system), but a law that partially revises the Local Autonomy Law Was promulgated on June 13, 2003, came into effect on September 2, the same year, and a designated manager system was established so that management and operation can be entrusted to private businesses. As a result, "public facilities" entrusted to management will be transferred to the designated manager system in principle within three years (until September 1, 2006) from the enforcement date.
