What is the designated manager system?

The management and operation of "public facilities" was limited to public organizations by the Local Autonomy Law from the viewpoint of ensuring public nature (management consignment system), but a law that partially revised the Local Autonomy Law. Was promulgated on June 13, 2003, enforced on September 2, 2003, and a designated manager system was established so that private businesses could be entrusted with management and operation. As a result, about "public facilities" which entrust management, we will shift to designated manager system in principle within three years from enforcement date (until September 1, 2006).
Purpose of Establishment of the System
In order to respond more effectively and efficiently to the diversifying needs of residents, the designated manager system aims to improve residents' services while utilizing private abilities to manage public facilities, and reduce costs. The purpose is to plan.
