Households eligible for payment

Benefits to households exempt from inhabitant tax or per capita tax

The following two conditions must be met.

  • Households with resident registration in Yokohama City as of the reference date (June 3, 2024)
  • Households in which the inhabitant tax of all households was "tax-exempt" or "per capita tax only" in 2024

(Caution) Even if the above conditions are met, households consisting only of dependent relatives who are subject to residence tax (eg, students who live away from their parents, families living away from those who are alone) are not eligible for payment. "Dependency" here refers to tax law support, not social insurance support.

Child addition benefits

Households subject to the Emergency Support Benefit (100,000 yen) soaring prices of electricity, gas, food goods, etc. in FY2024, households with children under the age of 18 (after April 2, 2006)
 (Note 1) Children born between the day after the reference date (June 3, 2024) to October 31, 2024 are also eligible for addition.
 (Note 2) Children who are separated custody (living in student dormitories outside the household and living in a dormitory) may also be eligible. Please contact the call center individually for information on how to apply and attached documents.

Households that receive a "Confirmation Letter"

If the payment conditions are met and the head of household has not registered a public money receiving account, the head of the household in Address, which has been registered as a resident of the relevant household (as of June 3, 2024) We send "confirmation letter" sequentially from Wednesday, July 24.
Please fill in the "Confirmation Form" with the required items of the transfer account and return it with required documents in the enclosed reply envelope.
(Note 1) If you do not receive the confirmation form, please check it as it may correspond to "households that need to submit an application".
(Note 2) Even if you have registered a public money receiving account, you may need to apply using a “Confirmation Form”.

Households that need to submit an "Application Form"

Even if the payment conditions are met, the following households will not be sent a "news of payment" or "confirmation letter" from Motoichi because it is difficult to grasp the taxation status of the residence tax and the number of children in 2024 . You will need to obtain the "Application Form" yourself and complete the procedure.

  • Households that have moved in from outside the city after the day following the imposition date of the 2023 residence tax (January 1, 2023)
  • Households that have revised the resident tax return for fiscal 2024 after the reference date (June 3, 2024)
  • Only dependents (tax-exempt, etc.) remained due to the death of dependents (taxable) from the day after the residence tax levy date (January 1, 2024) to the base date (June 3, 2024) Household
  • Households with those who have not yet declared resident tax in 2024 (excluding those under 22 years old)
  • Households that were subject to residence tax for fiscal 2023 from other than Yokohama City
  • In addition, households that meet supply conditions but do not receive notice from Yokohama-shi.

※If a child is born after the day following the reference date (June 3, 2024), an application for child addition (newborn) is required. However, we may send you a "Notice of Payment" to you.

(Note 1) Please use the application form that suits your tax status.
(Note 2) The application form can also be obtained from the application support window and call center of each ward office.

Application by proxy/agent

proxy/agent can perform the procedures on your behalf.
If proxy/agent is an adult guardian of the applicant, please attach a copy of the adult guardianship registration certificate.
If the applicant delegates this procedure to proxy/agent, please fill in the confirmation form and proxy application field.

Address of various notifications after proxy application

After the application, we will send you a notification if there are any deficiencies in the content.
If you need to change the address to Address in proxy/agent, please call the call center and obtain the "Request for Change of Destination".
(Depending on the time of application, mail may be sent to the original Address. Please note that in advance.

About required documents

Items that can be used as identity verification documents (example)

  • My number card (do not submit a copy of the back, my number notification card is not allowed)
  • Health insurance card

  • Handbook for the Physically Disabled

Please submit a copy of the name, current address, and date of birth among such documents.
For documents other than the above, please check with the call center for the validity of the identity verification document.

Procedures under the proxy/agent

In the case of legal representation

A copy of documents (within three months from the date of application) and a copy of proxy/agent's identity verification documents are required.
(Caution) In the case of a guardian, assistant, or voluntary guardian, the identity verification document of the head of the household must also be attached if there is no description "substitute application for temporary benefits" in the "proxy act list" of the entry certificate.

In the case of a proxy other than statutory agent

You need a copy of the identity verification documents of both the head of household and proxy/agent.

Documents which can confirm the transfer account

Attach a copy of your passbook or a copy of your cash card that can confirm the following three.

  • Name of financial institution
  • Account number
  • Account holder (Kana)

If you do not have a passbook or cash card due to Internet banking, etc., please attach a printed copy of the account information screen after logging in.
(Caution) Please take measures such as filling out other personal information in black.

Copy of "2024 Resident Tax Exemption / Tax Exemption Certificate"

Attach the certificate of those who have been transferred to Yokohama City after January 2, 2024.
If you are under 15 years old and have no income, you do not need to attach it.
Please obtain the certificate at the municipality where the resident registration was made as of January 1, 2024.
※A fee may be charged to obtain a certificate.

Destination (application form)

It's not the Address of the City Hall. In addition, we accept application only by mail and cannot apply by bringing in to ward office or city hall. Also, the destination (private box) differs depending on the type of application form.

Application acceptance period

(Caution) The postmark is not valid and must arrive by the deadline. Applications received after the application deadline will not be accepted.

Child additional benefits (50,000 yen/person)

From Wednesday, July 24, 2024 to Friday, October 25, 2024 [must arrive]
(Caution) The postmark is not valid. It must arrive within the period.
In addition, application for child born after the day after the reference date (June 3, 2024) shall be until Thursday, October 31, 2024 [postmark valid].

If the application is incomplete

From the "Yokohama City Emergency Support Benefit Reception Center", we will send you a notice of deficiencies or call you to confirm the contents. Please make corrections according to the contents of the notice. Please use the enclosed reply envelope.

Method of correcting defects

  • If the contents of the application form are incomplete: Please write the correction directly to the defect notification and return it.
  • If missing documents are missing: Please attach the missing documents and return it with a notice of defect.

For those who have moved

Notifications from Yokohama City regarding the benefits will be mailed to Address, a resident registered as of June 3, 2024. If your resident registration place and your current place of residence are different, please transfer mail at the post office. Various notices from Motoichi may not arrive and may not be paid.

Those who have been evacuated due to violence (DV) from spouses or relatives

Those who are evacuating while leaving resident certificate due to violence (and accompanying persons) are also evacuating to Yokohama City as of June 3, 2024, and all households of evacuees (and accompanying persons) If the residence tax is "tax-exempt" or "taxable only per capita rate" in 2024, it is considered an independent household and will be eligible for payment.
In this case, in addition to the “Application Form” in [For evacuees such as DV], fill out the “Application Form for Evacuation”, attach required documents, and send it to the following address.

Households whose resident tax in 2024 was exempt from taxation or only per capita tax due to the tax return amendment procedure after June 4, 2024

Please write required items on the application form and write the following in the upper right margin.
①Due to the amendment procedure, it has been changed to [tax exemption / per capita tax only].
②Date on which the amendment was made
③Location where the amendment was made (e.g. tax office, ward office)
Attach a copy of the tax / tax exemption certificate in addition to the identity verification document and a copy of the document that can confirm the transfer account.

Beware of special fraud and fraud of personal information!
