A flyer arrived at home saying, "I will carry out drainage pipe cleaning by high pressure washing at a low price." Is it related to the city?

These flyers are originally created and distributed by drain cleaning companies, and have nothing to do with Water Works Bureau or Environmental Planning Bureau, which manages sewers. Yokohama City does not clean drainage facilities (drain pipes, masu, etc.) in residential lands.
