Promotion of return

After World War II, the city center and port facilities were requisitioned (maximum requisition area 1,200 ha) after World War II, resulting in a significant delay in reconstruction and reconstruction. Since then, in Motoichi, for the early full return of US military facilities, which is an important issue of municipal administration, the citizens, City Counsil, and the government have worked together to realize many returns to this day. U.S. military facilities and areas will be 150ha for 4 facilities.
We will continue to persistently promote initiatives for the early full return of U.S. military facilities in the city, such as working on the country, with your understanding and cooperation.

Promotion of Use of Sites

In October 2004, the Japan-US Joint Committee agreed on a return policy for six U.S. military facilities in the city.In December 2005, Koshiba Oil Storage Facility was returned, and the Tomioka Warehouse area in May 2009. The return of Fukaya Communication Station was realized in June 2014, and the Kamiseya Communication Facility in June 2015.
In city, we set up "Yokohama-shi return facility ruins use project" by city management responsibility position in October, 2004 and compiled examination contents up to that point as "the first report" in March, 2005 .
In June 2005, we set up the "Yokohama City Return Facility Ruins Use Concept Exploratory Committee" with academics and others, and in December of the same year, we received "Proposal on the Use of the Site of Return Facility". Based on the opinions of many citizens, we formulated the "U.S. Army Facility Return Site Use Guidelines" in June 2006. Then, in March 2007, we compiled the policy for realizing the guidelines as the "Yokohama City U.S. Army Facility Return Site Use Action Plan" (revised in March 2011).
Based on these guidelines and action plans, Motoichi will steadily promote the early return of U.S. military facilities and the use of the site.

Aircraft noise

The main noise problems in Motoichi are caused by U.S. aircraft carrier-based aircraft passing over the city when taking off and landing at Atsugi Base, located about 2 km west of Seya-ku, Yokohama.
The city, together with Kanagawa Prefecture and related cities around the base, has requested the government and the U.S. military to eliminate aircraft noise around the base, including night continuous take-off and landing training (NLP) for US aircraft carrier-based aircraft at Atsugi Base. I am.
