Promotion of return
After World War II, Yokohama City was requisitioned over a wide area of the city center and port facilities (maximum requisition area of 1,200 ha), and reconstruction and reconstruction were significantly delayed. Since then, the city has realized many returns to the present day through the efforts of citizens, City Counsil, and the government for the early full return of U.S. military facilities and areas will be 150 ha.
With the understanding and cooperation of everyone, we will continue to persistently promote initiatives for the early full return of U.S. military facilities in the city, including work in the country.
Promotion of the use of former sites
In October 2004, the Japan-U.S. Joint Committee agreed on a return policy for six U.S. military facilities in the city. In December 2005, the Koshiba Oil Storage Facility and the Tomioka Warehouse District in May 2009, the Fukaya Communications Station in June 2014, and the Kami Seya Communication Facility in June 2015.
In city, we set up "Yokohama-shi return facility ruins use project" by city management responsibility position in October, 2004 and summarized examination contents until then as "first report" in March, 2005 .
In June 2005, the “Yokohama City Return Facility Site Use Design Exploratory Committee” was set up with academics and others as a committee member, and in December of the same year, received “Proposals on the Use of Sites of Return Facilities”. Based on the opinions of many citizens, in June 2006, we formulated the "U.S. Army Facility Return Site Use Guidelines" Then, in March 2007, the policy for realizing the guidelines was compiled as the "Yokohama City U.S. military facility return site use action plan" (revised in March 2011).
Based on these guidelines and action plans, Motoichi will steadily promote the early return of U.S. military facilities and the use of former sites.

Aircraft noise
The main noise problem in Motoichi is caused by a U.S. aircraft carrier-based aircraft passing over the city when taking off and landing at Atsugi Base, about 2 km west of Seya-ku, Yokohama City. .
The city, together with Kanagawa Prefecture and related cities around the base, has requested the national and U.S. forces to eliminate aircraft noise around the base, including night continuous take-off and landing training (NLP) for U.S. aircraft carrier-based aircraft at Atsugi base. I am.
