At a polling place in Aoba Ward, a ballot was issued to one elector who was out of the city outside the prefecture, despite the lack of the right to vote in the city council election, the prefectural assembly election and the prefectural governor's election. A case to vote occurred. We are very sorry that the credibility of the vote was impaired.
