What is a request for disclosure of administrative documents?

In February 2000, Yokohama City enacted the ordinance (list of ordinances and rules) on the disclosure of information held by Yokohama City, clearly stating respect for citizens' right to know and accountability regarding municipal administration of the city. It guarantees a wide range of people the right to request disclosure of administrative documents. In addition, we are working to comprehensively promote information disclosure, such as by disclosing meetings such as the council and disclosing information on investment corporations.

1 Person who can claim

Anyone can request disclosure.

2. Organization that implements disclosure

  • Mayor
  • Chair
  • Public enterprise manager
  • Fire Chief
  • Board of Education
  • Election Commission
  • Personnel Committee
  • Audit Committee Members
  • Agriculture Committee
  • Fixed Asset Valuation Review Committee
  • Public university corporation Yokohama City University

3 Information subject to request

Administrative documents held by the executing agency are used systematically by the staff of the executing agency, and include electromagnetic records.

Please utilize "Yokohama-shi administrative document catalog search system" when filling in request contents. In addition, multiple executing agencies publish document catalog information, but manage documents for each executing agency.
※It is also possible to request disclosure of information not listed in the above system.

The following documents available in other ways are not eligible.

  • Documents that have been disclosed in the same manner in accordance with other laws and regulations
  • Books for sale, bulletins, newspapers, etc.
  • Materials stored at libraries, museums, citizen information centers, etc.

Even if it is a target document, it may be available without taking the billing procedure.

  • In the case of request, we recommend that you refer to jurisdiction section of target document or citizen information section.

4. Method of Billing

There are three types of requests for disclosure:
In addition, requests by verbal, telephone, fax, or e-mail are not possible.
Please refer to the pages of various forms (disclosure requests for administrative documents, etc.) for the form of disclosure request.

[Request by window]

Please fill in your name, Address, name of administrative document, etc., and submit it to the Information Disclosure Reception Desk (Citizen Information Center or each ward office Public Relations Section). (Invoices are also available at each information disclosure reception desk.)

[Request by mail]

Please fill in your name, Address and the name of the administrative document and mail it.
After receiving at the Citizen Information Division, a duplicate of the invoice will be sent to Address in the claimant column on the invoice.

[Request by Yokohama City Electronic Application and Notification System]

Person who is registered as user in Yokohama-shi electronic application, report system can request disclosure by electronic application.
●Regarding municipal universities, we do not currently request disclosure using the Yokohama City Electronic Application and Notification System.

5. Decisions on Disclosure

The executing agency will decide whether to disclose the requested administrative document within 10 open days from the date of request and notify the contents. (If there are administrative difficulties or other justifiable reasons, the decision period may be extended.)

In addition, the date and time and place of disclosure will be notified in writing after coordinating with the claimant.

※We do not disclose information by facsimile.

6 Information not disclosed

Administrative documents will be disclosed in principle. However, the following information, such as information that identifies a specific individual, may not be disclosed.

  • Information about an individual that can identify a specific individual
  • Information about a corporation that may harm the legitimate interests of the corporation.
  • Information related to deliberations, examinations, or consultations that may unfairly impair the neutrality of decision-making or unfairly cause confusion or disadvantage to citizens.
  • Information that may interfere with the proper execution of office work in the city

7. Fees

Viewing and viewing administrative documents is free of charge. If you request a copy, you will be charged a fee.

In addition, when disclosing by mail, postage is required separately from the above list.

8 If you are dissatisfied with your decision

If you are dissatisfied with the decision, such as when the requested administrative document is not disclosed, you can request an examination based on the Administrative Appeals Law.

In this case, the executing agency will consult the Yokohama City Information Disclosure / Personal Information Protection Examination Committee, respect the report, and make decisions on requests for examination.
