What is a request for disclosure of administrative documents?

Yokohama City enacted an ordinance (list of ordinances and rules) concerning disclosure of information held by Yokohama City in February 2000, and specifies respect for citizens' rights to know and the responsibilities of the city's municipal administration. It guarantees a wide range of people to request disclosure of administrative documents. In addition, we are working to comprehensively promote information disclosure, such as by making public meetings such as the council and the disclosure of information by investing corporations.

1 Person who can claim

Anyone can request disclosure.

  • Public enterprise manager
  • Fire chief
  • Board of Education
  • Election Commission
  • Human Resources Committee
  • Audit & Supervisory Committee
  • Agriculture Committee
  • Fixed Asset Valuation Review Committee
  • Yokohama City University, Japan

3 Information to be claimed

Administrative documents held by the executing agency are targeted and include electromagnetic records as used systematically by the staff of the executing agency.

Please use the "Yokohama City Administrative Document Catalog Search System" when filling in the request contents. In addition, multiple executing agencies publish document catalog information, but each executing agency manages the documents.
※It is possible to make a request for disclosure of information not listed in the above system.

The following documents that are available in other ways are not eligible.

  • Documents that are disclosed in the same manner in accordance with other laws and regulations.
  • Books for sale, gazettes, newspapers, etc.
  • Materials stored in libraries, museums, civic information centers, etc.

Even the target document may be available without requiring a claim.

  • When making a request, it is recommended that you contact the competent section of the target document or the Citizen Information Division.

4 Billing Method

There are three types of requests for disclosure.
In addition, verbal, telephone, fax, or e-mail requests are not possible.

Fill out the prescribed invoice (PDF: 82KB) with your name, Address, name of administrative document, etc., and submit it to the information disclosure reception desk (Citizen Information Center or each ward office Public Relations Section). (Invoices are also available at each information disclosure reception desk.)

[Request by mail]

Please fill in the prescribed invoice (PDF: 82KB) with your name, Address, name of administrative document, etc., and mail it.

[Request by Yokohama City Electronic Application and Notification System]

Person who is registered as user to Yokohama-shi electronic application, report system can request disclosure by electronic application.
●Regarding municipal universities, we do not currently make disclosure requests using the Yokohama City Electronic Application and Notification System.

5 Disclosure Decisions on Disclosure

The executing agency will decide whether to disclose the requested administrative document within 10 days from the date of the request, and notify the contents. (If there are administrative difficulties or other justifiable reasons, the decision period may be extended.)

In addition, the date and place of the disclosure will be notified in writing after coordination with the claimant.

※We do not disclose information by facsimiles.

6 Information not to be disclosed

In principle, administrative documents will be disclosed. However, we may not disclose the following information, such as information that identifies a specific individual.

  • Information about an individual that identifies a specific individual
  • Information about a corporation that may harm the legitimate interests of the corporation
  • Information on deliberations, examinations, or consultations that may unduly impair the neutrality of decision-making or unfairly cause confusion or disadvantage to citizens
  • Information that may interfere with proper execution such as office work in the city

7 Fees

Reading and viewing administrative documents is free of charge. If you request a copy, you will be charged a fee.

In addition, when disclosing by mail, a postage is required separately from the above list.

8 If you are dissatisfied with the decision

If you are dissatisfied with the decision, such as when the requested administrative document is not disclosed, you can make a request for examination based on the Administrative Appeals Law.

In this case, the executing agency will consult the Yokohama City Information Disclosure and Personal Information Protection Examination Committee, respect the report, and make decisions on the request for examination.
