A person who intends to submit a proposal shall meet all of the following conditions:

1. Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964 Yokohama City Regulations No. 59) and a person who has the qualifications specified in the provisions of Paragraph 2 of the same Article.
2. In the 3rd and 4th year of Yokohama City General Competitive Bidding Qualified Person List (Articles, Consignment, etc.), the details of "316: Computer Services" "F: System Survey / Planning" or "320: Various Survey Planning" (B: Consulting (excluding construction consultants, etc.)) must be approved. Provided, however, that this shall not apply if the application form is submitted for the above items and details, and the registration is completed before the date specified for the contract candidate.
3. Being a person who has not received a nomination suspension based on the outline of measures such as Yokohama City nomination suspension on any day from July 1, 2022 to a specific date for the contract candidate.
4. Have a track record of outsourcing work such as development, maintenance, operation support, project management, and procurement support for any of the 20 tasks (*) that were positioned as subject to standardization in the "Priority Plan for Realization of a Digital Society" (decided on December 24, 2021).

5. A person who has not been subject to suspension of bank transactions.
6. A person who has filed a petition for commencement of rehabilitation proceedings pursuant to the Corporate Rehabilitation Act (Act No. 154 of 2002) or a petition for rehabilitation proceedings pursuant to the Civil Rehabilitation Act (Act No. 225 of 1999) (rehabilitation or rehabilitation) Excluding those who have been decided to start and have recognized by Yokohama City as having no risk of being unable to fulfill.)
