A person who intends to submit a proposal must meet all of the following conditions:
（１） On the date of submission of the proposal for participation in the proposal, it must be listed on the “Articles and Consignment (List of Qualified Persons in FY2019 and 2020)” Or, the qualification examination is currently undergoing qualification screening at the time of submission of the bid participation application form, and registration has been completed by the date to determine the trustee.
（２） Have advanced knowledge and experience in the field of venture company support and a track record of consulting on new business creation.
（３） Being a person who has not received suspension measures according to the provisions of the "Yokohama City Nomination Suspension Measures Summary" from the deadline for submission of the proposal participation application form to the specific date of the trustee.
（４） Being a person who does not fall under the provisions of Article 167-4 of the Local Autonomy Law Enforcement Ordinance (1947 Cabinet Order No. 16).
（５） In the case of a consortium (a community formed for the purpose of joint and solidarity), all of the following conditions must be met.
Oh, members must meet all of the conditions of (1), (3) and (4).
A company with a track record in (b) (2) must be the secretary.
C. Determine the secretary, list the names of representatives of all members, and conclude an agreement of a consortium stamped with each representative seal. The seal of the secretary to be stamped shall be the same as the one used at the time of contract.
D) The division of the members must be clear in the “Consortium Agreement” depending on the content of the work.

（６） Each member of the consortium must not be a member of another consortium that makes a proposal for the business. In addition, members of the consortium must not participate as a single company.
