Report on the status of maintenance and management of private port facilities

Last Updated October 3, 2024

In light of the collapse of seawalls and hindering the navigation of ships in the Great East Japan Earthquake, secure the route function in the event of a large-scale earthquake and minimize the impact on citizens' lives, industry and logistics functions. The Port and Harbor Law was revised for the purpose.
In this law revision, from the viewpoint of pre-disaster prevention, if requested by the government, the port manager will collect reports on the status of maintenance and management, etc. to private businesses that own facilities subject to specific technology. Has become mandatory.
Regarding this matter, the Ministry of Land, Infrastructure, Transport and Tourism has sent a notification to Yokohama City, the port manager, to understand the status of maintenance and management of the facilities and request a report from the government.
Therefore, we send a request to the facility owners listed in the Yokohama Port Port Ledger by mail, but those who have not received the mail and own the target facilities. If you think you are busy, please contact the City of Yokohama, Port and Harbor Bureau Maintenance Division or the Facility Management Division.

1 Facilities subject to reporting (Article 28-222 of the Port and Harbor Law Enforcement Regulations)

The only facilities to be reported are the facilities subject to specific technology among port facilities. Specifically, the following facilities are located in the harbor area (image: 25KB) and within 20 meters from the coastline.

  1. Outer facilities (breakwaters, sandbreakwaters, seawalls, headwaters, sluice gates, locks, seawalls, embankments, gusts and chest walls)
  2. Mooring facilities (quay, mooring boats, mooring boats, piers, floating piers, landings and boat Ageba)
  3. Roads, railways and tracks with bridges and tunnel structures
  4. Fixed-mounted cargo handling machines and track-running cargo handling machines
  5. Waste reclaimed seawalls

2 Support system for seismic retrofitting of private seawalls

In addition, in line with this law revision, a support system (interest-free loan, tax measures) for seismic retrofitting of private revetments has been newly established.
Please refer to the website of the Ministry of Land, Infrastructure, Transport and Tourism for details of the support system.
