Procedure for Residential Building

Procedure flow

The general procedure flow for obtaining a home building permit is as follows. Application documents, application drawings, detailed procedures, etc. required at each stage vary depending on the area of residential land.
For details, check the "Guide to Residential Land Development" and consult with the person in charge.

Application for Residential Building Permit (PDF: 18KB)(Article 8 of the Act)
We apply for house building permission with application which listed the following matters and attached book.
  • Location and area of development area
  • Designer
  • Construction enforcer (possible even before construction starts)
  • Outline of construction (area of land to be cut or embankment, installation plan for retaining walls and drainage facilities, etc.)

※ Designer qualification: Design documents about setting of retaining walls with a height of more than 5 meters and installation of drainage facilities on land where the area of cutting or embankment exceeds 1500 square meters must be created by a person with certain qualifications No.

Construction of construction
  1. When construction starts
    ・We install sign (PDF: 12KB) in easy-to-see place of development area and display that there was permission based on regulation law such as residential land development.
    ・When we are going to start construction about residential land development, we establish site manager and report (PDF: 11KB) is necessary.
  1. Process report, etc.
    ・When the construction related to residential land development reaches the designated process, it is necessary to report it to the person in charge and undergo an intermediate inspection.
  1. Procedures for Road Law, Sewerage Law, etc.
    ・Procedures such as self-financing construction under the Road Law and the Sewerage Law will be coordinated with the Public Works Office in charge according to the progress of the construction.

Inspection of construction completion, etc. (Article 13 of the Act)
When construction about residential land development was completed, it is necessary to report (PDF: 86KB) and receive completion inspection.
As a result of the inspection, if the construction conforms to the contents of the permission (technical standards for construction related to residential land development), an inspection certificate will be issued.
Application for Change Permit (PDF: 18KB) (Article 12 of the Act)
If you change the contents of the permission (changes other than minor changes) after receiving a home building permit, it is necessary to obtain permission to change.

Minor changes (Article 26 of the Enforcement Regulations)
After receiving a home building permit, a report (PDF: 81KB) is required when making minor changes to raise next.
  • Changes in the builder, designer or construction enforcer
  • Change in the scheduled start date of construction or the scheduled completion date of construction

※ In order to change the designer, a separate written consent is required.
