Purpose of the Regulation Law on Residential Land Development

The purpose is to protect the lives and property of the people and contribute to public welfare by performing necessary regulations to prevent disasters caused by landslides or runoff of earth and sand accompanying the development of residential land.

Outline of the Regulation Law on Residential Land Development

When we perform construction about residential land development in residential land development construction regulation area that Yokohama-shi appointed as city area where disaster may occur or area going to become city area, we must receive permission of the mayor.

  • What is residential land development?…
    Residential land development refers to "change of character of land to perform to make land other than residential land residential land or residential land".
  • What is residential land?…
    Residential land refers to "land other than farmland, pastures and forests, and roads, parks, rivers, and other public facilities specified by a Cabinet Order."
    The “residential land” here includes parking lots, tennis courts, graveyards, etc. that do not involve buildings.

Permission for construction related to residential land development

When we perform construction corresponding to any of the following in residential land development construction regulation area, we must conform plan of construction to residential land development technical standard-design edition ... and must receive permission of the mayor before construction start Hmm.

  • When cutting and embankment are performed at the same time, a "cliff" with a height of 1 meter or less occurs in the embankment, and a "cliff" with a height of more than 2 meters is formed in the part where the cut and embankment were performed. What you can do.
  • Acts other than the above, with an area of cut or embankment more than 500 square meters

※ A cliff is a land whose surface is at an angle of more than 30 degrees to the horizontal plane and is other than hard rock (excluding those with significant weathering).
※ Basic land (root cutting), which is recognized as an integral construction that is inseparable from the construction of the building itself, does not correspond to Kirimori soil. However, when creating the entire outer periphery of the building, the foundation part of the building shall also be within the range of Kirimori soil.

Duty of conservation on residential land

Owners of residential land in the residential land development construction restricted area have a duty to maintain a safe state at all times so that disasters such as landslides do not occur.
In addition, the mayor may make recommendation or improvement order to owners of residential land for prevention of disaster.
In addition, in Yokohama building information center (city hall the second floor), we can read house map (each ward version) which listed the position of residential land development construction restricted area and the situation such as permission of construction about residential land development.
